Conditions or Reasons for Planning Application - SB/07/00428
Conditions or Reasons:
1) The site lies within the South Bedfordshire Green Belt and the proposal would therefore conflict with Policy 24 of the Bedfordshire Structure Plan 2011 and Policy GB1 of the South Bedfordshire Local Plan Review whereby, within the Green Belt, permission will not be granted except in very special circumstances for development for purposes other than agriculture and forestry, mineral working, small scale facilities for outdoor sport and outdoor recreation or other uses appropriate to a rural area which preserve the openness of the Green Belt. No very special circumstances have been established in this case sufficient to overcome the harm to the Green Belt by reason of inappropriateness.
2) The proposal by reason of the size, siting and design of the outbuilding would conflict with Policy 6 of the Bedfordshire Structure Plan 2011 and Policy NE2 of the South Bedfordshire Local Plan Review, which seek to preserve the high quality of the landscape of the Chilterns Area of Outstanding Natural Beauty and to resist development which would have an adverse effect on it. To permit this proposal would have an adverse effect on the landscape and natural beauty of the area.
3) The proposal by reason of the size, siting and design of the outbuilding would conflict with Policy 7 of the Bedfordshire Structure Plan 2011 and Policy NE3 of the South Bedfordshire Local Plan Review, which state that development which would adversely affect the character of areas defined as being of Great Landscape Value will not normally be permitted. To permit this proposal would have an adverse effect on the landscape.
