Conditions or Reasons:
1) The proposed development would make inadequate provision for the parking of cars and would lead to an increase in on-street parking thereby resulting in unacceptable traffic congestion and additional hazards for highway users and the local residents. The proposal therefore conflicts with Policy DM3 of the Core Strategy and Development Management Policies, November 2009; Planning Policy Guidance Note 13 (2001 updated 2011). It is also not in conformity with the technical guidance Design in Central Bedfordshire, a Guide for Development, 2010, supplements 1, 4 and 7.
2) The proposed development if permitted would promote a parking layout which would encourage inappropriate manoeuvres across the footway and verge and promote indiscriminate parking of cars which would involve vehicles parking on the highway /footway. The resultant development would cause a hazard to highway users. The proposal therefore conflicts with Policy DM3 of the Core Strategy and Development Management Policies, November 2009; Planning Policy Guidance Note 13 (2001 updated 2011).
