Conditions or Reasons for Planning Application - SB/07/00695/FULL
Conditions or Reasons:
1) The site lies within the South Bedfordshire Green Belt and the proposal would, by reason of its layout, scale and poor design, not constitute limited redevelopment as permitted by Policy 24 of the Bedfordshire Structure Plan 2011 and Policy GB3 of the South Bedfordshire Local Plan Review whereby, within category 2 villages, infilling and limited redevelopment would be permitted within defined boundaries.
2) The proposed development, by reason of its layout, scale of dwellings and poor design, would be a visually obtrusive and overbearing form of development and would lead to an increase in noise and disturbance through the usage of the rear parking and turning area to the detriment of the amenity of neighbouring occupiers, local surroundings and the setting of the site generally. The proposal would thereby be contrary to Policy 10 of the Bedfordshire Structure Plan 2011 and Policy BE8 of the South Bedfordshire Local Plan Review.
3) The proposal would conflict with Policy 6 of the Bedfordshire Structure Plan 2011 and Policy NE2 of the South Bedfordshire Local Plan Review, which seek to preserve the high quality of the landscape of the Chilterns Area of Outstanding Natural Beauty and to resist development which would have an adverse effect on it. To permit this proposal would have an adverse effect on the landscape and natural beauty of the area.
4) The proposal would conflict with Policy 7 of the Bedfordshire Structure Plan 2011 and Policy NE3 of the South Bedfordshire Local Plan Review, which state that development which would adversely affect the character of areas defined as being of Great Landscape Value will not normally be permitted. To permit this proposal would have an adverse effect on the landscape.
