Conditions or Reasons:
1) The proposed use would involve more activity associated with the residential occupation of the building together with associated domestic paraphernalia such as washing lines and children's play equipment which would fundamentally alter the character and appearance of the site and the wider area. The proposal would compromise the openness of this part of the Green Belt as a result and represent an encroachment into the countryside, which Planning Policy Guidance 2, 'Green Belts' seeks to safeguard. It is therefore considered that the proposed development is inappropriate in the Green Belt where there is a general presumption against such development which by definition is considered harmful. No very special circumstances have been established that would outweigh the presumption against inappropriate development in the Green Belt. The development is therefore contrary to national advice contained in Planning Policy Guidance 2, 'Green Belts' and Planning Policy Statement 7,'Sustainable Development in Rural Areas' and Policy NE12 of the South Bedfordshire Local Plan Review. .
2) The South Bedfordshire Local Plan Review states that proposals for the re-use of buildings in the Green Belt will not be granted permission unless they fulfil an identified local need for affordable housing or it can be demonstrated that every reasonable attempt to secure a suitable business re-use has been made or that the proposal is a subordinate part of a scheme for business re-use. The proposal does not meet these criteria and would be inappropriate development which, by definition, is harmful to the Green Belt thereby conflicting with national advice contained in Planning Policy Guidance 2 -'Green Belts', Planning Policy Statement 7,'Sustainable Development in Rural Areas' and Policy NE12 of the South Bedfordshire Local Plan Review.
