Conditions or Reasons for Planning Application - CB/11/04249/FULL
Conditions or Reasons:
1) The development hereby approved shall be commenced within three years of the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 which is designed to ensure that a planning permission does not continue in existence indefinitely if the development to which it relates is not carried out.
2) All external works hereby permitted, including rooflights, windows and doors and rainwater goods, shall be carried out in materials and products as specified on drawing no. 4, and as listed on the application form unless otherwise agreed in writing by the Local Planning Authority.

Reason: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally with materials that protect the visual amenities of the locality in accordance with Policy DM3 of the Adopted Core Strategy Development Management Policies and the Council's Adopted Design Guide, 2010.
3) Before the premises are occupied all on site vehicular areas shall be surfaced in a manner to the Local Planning Authority's approval so as
to ensure satisfactory parking of vehicles outside highway limits. Arrangements shall be made for surface water from the site to be
intercepted and disposed of separately so that it does not discharge into the highway.

Reason:In order to minimise danger, obstruction, and inconvenience to users of the highway and of the premises.
4) The detached garage, home office and storage buildings hereby permitted shall be used only for purposes incidental to the enjoyment of
the residential dwelling house and for no other purpose.

Reason: In order to ensure that no separate commercial use commences which would be inappropriate in this rural location.
5) Any cables from the PV panels hereby approved shall avoid the root protection area of the mature oak to the front of the dwelling. During the construction period, there shall be no plant or materials stored within the canopy spread of this tree, and there shall be no changes of surface levels within the canopy spread of the tree, without consultation with the Council's Tree Officer.

Building materials, spoil or vehicles shall not be stored within the tree protection area of the two Beech trees within the site as outlined in BS 5837:2005.

Reason: To safeguard the existing trees on the site in the interests of visual amenity.
6) Details of the proposed Yew hedge screening for the PV panels shall be submitted in writing by the Local Planning Authority. These details shall include:-

size, timing and densities of the planting

The development shall be carried out in accordance with the approved details.

Reason: In order to ensure that the landscaping is carried out within a reasonable period in the interest of the visual amenities of the area.
7) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers: 1; 2a; 2b; 3a; 3b; 4; 4a; 5a; 5b; 5c.

Reason: For the avoidance of doubt.
