Conditions or Reasons for Planning Application - SB/07/01021
Conditions or Reasons:
1) The application site comprises an area of open amenity land which makes a positive contribution to the visual amenity of the area. The inclusion of this land within the residential curtilage of No.184 Cemetery Road and the erection of boundary fencing would be detrimental to the character and appearance of the area. The proposal is therefore contrary to national planning guidance within Planning Policy Statement 1 (Delivering Sustainable Development), Planning Policy Statement 3 (Housing, Delivering Affordable Housing) and Planning Policy Guidance 17 (Planning for Open Space, Sport and Recreation) and Policies BE8 and R12 of the South Bedfordshire Local Plan Review.
2) The grant of planning permission for the proposed development would create a precedent and make it difficult for the District Planning Authority to resist other similar proposals in the area. Such piecemeal loss of open amenity space would result in the gradual erosion of the green spaces within the estate, thus causing harm to the character and appearance of the area contrary to national planning guidance within Planning Policy Statement 1 (Delivering Sustainable Development), Planning Policy Statement 3 (Housing, Delivering Affordable Housing) and Planning Policy Guidance 17 (Planning for Open Space, Sport and Recreation) and Policies BE8 and R12 of the South Bedfordshire Local Plan Review.
