Conditions or Reasons for Planning Application - CB/12/02490/FULL
Conditions or Reasons:
1) The development hereby approved shall be commenced within three years of the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 which is designed to ensure that a planning permission does not continue in existence indefinitely if the development to which it relates is not carried out.
2) No works shall commence on site until a scheme is submitted and approved in writing to the Local Planning Authority setting out the details of the materials to be used for the external walls and roof. The development shall be carried out in accordance with the approved scheme.

Reason: To protect the setting and visual amenities of the building and of the wider Conservation Area.
3) No works shall commence on site until details of the materials and specifications to be used for the boundary walls, brick lintels, doors, windows and the roof lights shall be submitted to and approved in writing by the Local Planning Authority and the development shall be carried out in accordance therewith.

Reasons: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally with high quality materials to match/complement the existing building(s) and the visual amenities of the locality and the Conservation Area. To meet the requirements of Chapter 12 of the National Planning Policy Framework, Policies CS14 and CS15 of the Central Bedfordshire Council's Core Strategy and Development Management Policies Development plan Document (2009) and the Council's the Central Bedfordshire Council's Supplementary Guidance - A Guide for Development (2010).
4) A scheme shall be submitted for written approval by the Local Planning Authority setting out the details of the layout and materials to be used for the creation of the two off road parking spaces and landscaped front garden. The development shall be carried out in accordance with the approved scheme.

Reason: To protect the setting and visual amenities of the building and of the wider Conservation Area.
5) Development shall not be commenced until the details of the junction of the proposed vehicular access with the highway have been approved by the Local Planning Authority and the extension hereby permitted shall not be occupied until the junction has been constructed in accordance with the approved details.

Reason : In order to minimise the danger, obstruction and inconvenience to users of the highway and the premises.
6) Before the access is first brought into use, a triangular vision splay shall be provided on each side of the new access drive and shall be 2.8m measured along the back edge of the highway from the centre line of the anticipated vehicle path to a point 2.0m measured from the back edge of the footway into the site along the centre line of the anticipated vehicle path. The vision splay so described and on land under the applicant's control shall be maintained free of any obstruction to visibility exceeding a height of 600mm above the adjoining footway level.

Reason : To provide adequate visibility between the existing highway and the proposed access and to make the access safe and convenient for the traffic that is likely to use it.
7) The proposed vehicular access shall be constructed and surfaced in accordance with details to be approved in writing by the Local Planning Authority for a distance of 5m into the site, measured from the highway boundary, before the premises are occupied. Arrangements shall be made for surface water drainage from the site to be intercepted and disposed of separately so that it does not discharge into the highway.

Reason : To avoid the carriage of mud or other extraneous material or surface water from the site into the highway so as to safeguard the interest of the highway.
8) Before the new access is first brought into use, any existing access within the frontage of the land to be developed, not incorporated in the access hereby approved shall be closed in a manner to the Local Planning Authority's written approval.

Reason : In the interest of road safety and to reduce the number of points at which traffic will enter and leave the public highway.
9) Visibility splays shall be provided at the junction of the vehicular access with the public highway. The splays shall extend to the limits of the site's highway frontage on each side of the access from a point on the centre line of the access measured 2.4m back from the road channel. The vision splays so described shall be maintained free of any obstruction to visibility.

Reason : To provide adequate visibility between the existing highway and the proposed access and to make the access safe and convenient for the traffic that is likely to use it.
10) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers SC/2005304/01 and SC/2005304/02 received on the 13th July 2012.

Reason: For the avoidance of doubt.
