Conditions or Reasons:
1) The site is within the open countryside where new residential development is restricted and there is a presumption in favour of the re-use of existing buildings for commercial use. The proposal would lead to the loss of a commercial building in the countryside and it has not been demonstrated that the current use is inappropriate or unviable therefore the change of use of the existing building from commercial use to residential is considered to be contrary to Policy CS11 of the Core Strategy and Development Management Policies Document (North) 2009, and the National Planning Policy Framework and therefore unacceptable.
