Conditions or Reasons for Planning Application - CB/12/04127/FULL
Conditions or Reasons:
1) The proposal would result in a loss of residential accommodation which is contrary to Policy H7 of the South Bedfordshire Local Plan Review, whereby proposals for change of use from residential to non-residential purposes will be resisted except where it can be demonstrated that the accommodation is unsuitable for continuing domestic use because of its form, location and setting and that it would be impractical to renovate or alter the accommodation for residential use. The proposal is also contrary to Policy BE8 of the South Bedfordshire Local Plan Review, Policy 43 of the emerging Development Strategy for Central Bedfordshire and national advice contained within the National Planning Policy Framework.
2) The proposed change of use to enable the running of a child minding business would, because of likely nuisance, noise and general disturbance arising therefrom, be detrimental to the amenities of nearby residential properties. The proposal is therefore contrary to Policy BE8 of the South Bedfordshire Local Plan Review, Policy 43 of the emerging Development Strategy for Central Bedfordshire and national advice contained within the National Planning Policy Framework.
3) To permit the proposed development against a background of existing planning policies which seek to protect the loss of housing units and preserve residential amenity, would establish a precedent whereby it would be difficult for the Local Planning Authority to resist other similar proposals elsewhere in its area. The proposal is therefore contrary to Policy BE8 of the South Bedfordshire Local Plan Review, Policy 43 of the emerging Development Strategy for Central Bedfordshire and national advice contained within the National Planning Policy Framework.
