Conditions or Reasons for Planning Application - CB/13/00066/FULL
Conditions or Reasons:
1) The site lies outside of the Settlement Envelope for Maulden in an open, rural position. The conversion and extension of the garage building to create a residential unit would by reason of its substantial size, design and level of separation - being well divorced from the main house, creation of independent garden area, and amenity space would be tantamount to the formation of an independent dwelling and would be harmful to the established character of the area. The development would likely set a precedent for similar conversions of outbuildings to residential uses undermining well established planning policies to the further detriment of the rural character of the area. This would be would be in conflict with policies CS1, DM4 of the Core Strategy and Development Management Panning Document dated (2009) and Policies 38 and 43 of the Draft Development Strategy (2013). It will also be in conflict with the National Planning Policy Framework (2012) as a form of development that would be unsustainable.
