Conditions or Reasons for Planning Application - CB/13/00294/FULL
Conditions or Reasons:
1) The development shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) Notwithstanding the details submitted with the application, and prior to the commencement of development hereby approved, samples of the roof tile; weatherboard (section); brick and rainwater goods shall be submitted to and approved in writing by the Local Planning Authority and the development shall thereafter be undertaken strictly in accordance with the approved details.

Reason: To control the appearance of the building in the interest of preserving the character and appearance of the Conservation Area.

3) Prior to the commencement of the development, a schedule of external finishes shall be submitted to and approved in writing by the Local Planning Authority, and the development shall thereafter be undertaken strictly in accordance with the approved details.

Reason: To control the appearance of the building in the interest of preserving the character and appearance of the Conservation Area.

4) Prior to the commencement of the development hereby approved and notwithstanding the details submitted with the application, drawn details in plan, elevation and section, at an appropriate scale between 1:1 and 1:20, showing all windows and external doors proposed to be installed as part of the development and showing the relationship of window and door installations to the outside face of the external walls, shall be submitted to and approved in writing by the Local Planning Authority, and the development shall thereafter be undertaken strictly in accordance with the approved details.

Reason: To control the appearance of the building in the interest of preserving the character and appearance of the Conservation Area.

5) Before development begins, a landscaping scheme to include any hard surfaces and earth mounding shall be submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be implemented by the end of the full planting season immediately following the completion and/or first use of any separate part of the development (a full planting season means the period from October to March). The trees, shrubs and grass shall subsequently be maintained for a period of five years from the date of planting and any which die or are destroyed during this period shall be replaced during the next planting season and maintained until satisfactorily established.

Reason: To ensure a satisfactory standard of landscaping.

6) Before development begins, a Tree Protection Plan shall be submitted for approval to the Local Planning Authority that clearly shows the position of the Root Protection Area around each of the retained trees, along with the proposed means of protecting such an area, either in the form of protective fencing and/or by ground protection where access is considered necessary for building work. The tree protection specification shall conform to the requirements of Section 9.2 (Barriers) and Section 9.3 (Ground Protection) of BS 5837 : 2005 "Trees in Relation to Construction" unless otherwise agreed with the Local Planning Authority.

REASON
To ensure the satisfactory protection of the rooting medium of retained trees to ensure their continued good health and visual amenity value.

7) Before development begins, the position of the dwelling shall be pegged out on site and its position approved in writing by the Local Planning Authority.

Reason: To enable consideration to be given to the precise layout of the development.

8) Before development begins, details of the levels of the dwelling shall be submitted to and approved in writing by the Local Planning Authority, and development shall thereafter be implemented accordingly.

Reason: To produce a satisfactory relationship between the various elements of the scheme and adjacent properties.

9) Prior to the commencement of the development hereby approved, including demolition of the existing buildings, further bat surveys shall be carried out as per the timetable to be agreed in writing by the Local Planning Authority and any mitigation measures necessary shall thereafter be implemented.
Reason
To prevent harm to protected species.

10) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 12-781-P-01 Rev B, CBC/01, 12-781-P-02 Rev A, 12-781-P-03 Rev A,3565- 01 Rev C and 3565- 02.
Reason: For the avoidance of doubt.
