Conditions or Reasons:
1) The proposed development will, by virtue of its excessive size, height, bulk and incongruous design, harm the historic values of the Grade II listed building and will appear too large and prominent in views from within the Conservation Area. The public benefits of the proposals are not considered to outweigh this harm therefore the application is contrary to Policy DM3 and DM13 of the Central Bedfordshire Council's Core Strategy and Development Management Policies 2009, chapter 12 of the National Planning Policy Framework and policy 45 of the Council's emerging Development Strategy.
