Conditions or Reasons for Planning Application - CB/13/00404/FULL
Conditions or Reasons:
1) The development shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) All external works hereby permitted shall be carried out in materials to match as closely as possible in colour, type and texture, those of the existing building.

Reason: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally with materials to match/complement the existing building(s) and character and appearance of the surrounding Conservation Area (Policies DM3 and DM15 of the Core Strategy and Development Management Policies 2009).
3) No development shall commence until such time as details of the junction of the proposed vehicular access with the highway have been submitted to and approved in writing by the Local Planning Authority. Thereafter the driveway and parking area shall not be brought into use until such time as the access has been constructed in accordance with the approved details.

Reason: In the interests of highway safety to minimise danger, obstruction and inconvenience to users of the highway and the premises (Policy DM3 of the Core Strategy and Development Management Policies 2009)
4) Notwithstanding the details shown on the plans hereby approved, prior to the first use of the driveway hereby approved full details of the surfacing of the on site vehicular areas, which shall include arrangements for surface water from the site to be intercepted and disposed of separately that does not result in discharge into the highway and the use of a block paving finish or other durable bound material for a distance of 5 metres measured from the highway boundary. Thereafter the development shall be carried out in accordance with the approved details.

Reason: In the interests of highway safety to minimise danger, obstruction and inconvenience to users of the highway and the premises (Policy DM3 of the Core Strategy and Development Management Policies 2009)
5) No development shall commence until such time as a scheme detailing provision for on-site parking for construction workers for the duration of the construction period has been submitted to and approved in writing by the Local Planning Authority. Thereafter the scheme shall be implemented throughout the construction period.

Reason: To ensure adequate off street parking during construction in the interests of highway safety (Policy DM3 of the Core Strategy and Development Management Policies 2009).
6) Any gates provided shall open away from the highway and be set back a distance of at least 6 metres from the nearside edge of the carriageway of the adjoining highway.

Reason: To enable vehicles to draw off the highway before the gates are opened in the interests of highway safety (Policy DM3 of the Core Strategy and Development Management Policies 2009)
7) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers [Block Plan; Proposed Site plan; 001; 002].

Reason: For the avoidance of doubt.
