| Conditions or Reasons: | 1)
The development hereby approved shall be commenced within three years of the date of this permission.
Reason: To comply with Section 91 of the Town and Country Planning Act 1990 which is designed to ensure that a planning permission does not continue in existence indefinitely if the development to which it relates is not carried out. |
2)
All external works hereby permitted shall be carried out in materials to match as closely as possible in colour, type and texture, those of the existing building.
Reason: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally with materials to match/complement the existing building(s) and the visual amenities of the locality. |
3)
No development shall take place until a written scheme of building recording and archaeological investigation of the site has been submitted to and approved in writing by the Local Planning Authority before the development hereby approved is commenced. The said development shall only be implemented in full accordance with the approved building recording and archaeological scheme.
Reason: To record and advance understanding of the heritage resource which will unavoidably impacted upon as a consequence of the development. |

Development shall not commence until a scheme detailing access provision to and from the site for construction traffic, which details shall show what arrangements will be made for restricting such vehicles to approved points of access and egress has been submitted to and approved in writing by the Local Planning Authority. The scheme shall be operated throughout the period of construction work.
Reason: To ensure the safe operation of the surrounding road network in the interests of road safety. |

Development shall not commence until a scheme detailing provision for on site parking for construction workers and deliveries for the duration of the construction period has been submitted to and approved in writing by the Local Planning Authority. The scheme shall be implemented throughout the construction period.
Reason: To ensure adequate off street parking during construction in the interests of road safety. |

No development shall commence until a scheme setting out the timetable to address the six mitigation recommendations set out in Ecological Assessment dated February 2013 shall be submitted and approved in writing by the Local Planning Authority and the mitigation measure retained thereafter.
Reason: To ensure a net gain for biodiversity can be achieved as a result of the development. |

Before first occupation of the approved development, vehicle access and junction arrangement serving the development shall be completed in accordance with the approved plans, and within the public highway shall be constructed to the specification of the Highway Authority and satisfaction of the Local Planning Authority.

Concurrent with the new access being brought into use all other existing vehicle access points not incorporated in the development hereby permitted shall be stopped up by reinstating the verge and highway boundary to the same line, level and detail as the adjoining verge and highway boundary.
Reason: In the interests of highway safety. |
9)
The scheme for parking, and vehicle manoeuvring indicated on the submitted plans shall be laid out prior to the initial occupation of the development hereby permitted and that shall not thereafter be used for any other purpose.
Reason: To ensure that vehicles can draw off, park and turn clear of the highway to minimise danger, obstruction and inconvenience to users of the adjoining highway. |

Notwithstanding the detail shown on the submitted plan the vehicle access shall be constructed and surfaced in a stable and durable manner in accordance with details to be approved in writing by the Local Planning Authority for a distance of 5.0m into the site, measured from the highway boundary. Arrangements shall be made for surface water drainage from the site to be intercepted and disposed of separately so that it does not discharge into the highway.
Reason: To avoid the carriage of mud or other extraneous material or surface water from the site so as to safeguard the interest of highway safety. |
11)
Notwithstanding the detail submitted on the approved plan occupation of the eastern most dwelling shall not take place until a pedestrian gate between the garden and the parking area has been provided in accordance with details to be submitted to and approved by the Local Planning Authority.
Reason: In order to provide a direct link between the property and the parking area in the interests of pedestrian convenience and highway safety. |
12)
The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 14113, 231212, SS/1, SS/2, SS/3, SS/4, SS/5, SS/6, CBC/001.
