Conditions or Reasons for Planning Application - CB/13/01147/FULL
Conditions or Reasons:
1) The development shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) No development shall commence until such time as full details of the materials to be used for the external finishes, including the walls, roof, rain water goods, and openings of the development hereby approved have been submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be carried out in accordance with the approved details.

Reason: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally with materials to match/complement the existing building(s) and the visual amenities of the locality. (Policy DM3 of the Core Strategy and Development Management Policies 2009).
3) The garage building hereby approved shall not be occupied at any time other than for purposes ancillary to the residential use of the dwelling known as The Old Vicarage, Blunham Road, Moggerhanger.

Reason: The ancillary accommodation created by the development is not suitable, because of the circumstances of the site, to be used as a separate, independent residential unit (Policy DM3 of the Core Strategy and Development Management Policies).
4) The development herby approved shall only be carried out in accordance the details of approved Arboricultural Assessment and Tree Protection Method Statement (January 2013) by Brian G. Crane & Associates and drawing number BGC1/OLDVICARAGE, M'HANGERTPP/REVA. This shall include any ground clearance, excavation, and protective fencing etc. The fencing shall be retained at full height and extent until the development is completed. No materials shall be stored or deposited and no mixing of materials shall take place within the protected.

Reason: To protect the trees during the construction phases of the development (Policy DM3 of the Core Strategy and Development Management Policies 2009).
5) All trenches required in connection with the construction of any new services or soakaway routes serving the development hereby approved shall avoid the root protection areas of trees to be retained, or where they must encroach upon root protection area be hand dug unless agreed otherwise, in writing, with the local planning authority. Thereafter the development shall be carried out in accordance with the agreed details.

Reason: To safeguard existing trees and hedgerows (Policy DM3 of the Core Strategy and Development Management Policies 2009).
6) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers [1212-01/A; 1212-04/C; 1212-05/A; BGC1/OLD VICARAGE,M'HANGER/TTP/RevA].

Reason: For the avoidance of doubt.
