Conditions or Reasons for Planning Application - SB/07/01385
Conditions or Reasons:
1) It has not been satisfactorily shown that there is a functional need for an agricultural worker to be resident on the site itself, which has also previously been divorced from a dedicated agricultural worker's dwellinghouse. Any permanent dwellinghouse would further harm the openness in the Green Belt and harm the visual character of the locality, which is in the Chilterns Area of Outstanding Natural Beauty and Area of Great Landscape Value. The proposal would be contrary to national guidance contained within Planning Policy Statement 1: 'Delivering Sustainable Development', Planning Policy Statement 7: 'Sustainable Development in Rural Areas' (including Annex A, Agricultural, Forestry and other Occupational Dwellings) and Planning Policy Guidance Note 2: 'Green Belts' and Policies BE8, H10 and H11 of the South Bedfordshire Local Plan Review.
2) The proposal would conflict with government guidance contained within Planning Policy Statement 7: 'Sustainable Development in Rural Areas' which seeks to preserve the high quality landscape of the Chilterns Area of Outstanding Natural Beauty and to resist development that would have an adverse effect upon it. To permit this proposal would have an adverse effect on the landscape and natural beauty of the area.
3) The proposal would conflict with Policy 7 of the Bedfordshire Structure Plan 2011 and Policy NE3 of the South Bedfordshire Local Plan Review and government guidance contained within Planning Policy Statement 7: 'Sustainable Development in Rural Areas' as the site is located within an area defined as being of Great Landscape Value and this proposal would have an adverse effect on the landscape.
