Conditions or Reasons for Planning Application - CB/13/01715/FULL
Conditions or Reasons:
1) The development shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) No development shall commence until such time as full details of materials to be used for the external finishes including those to be used for the rain water goods, walls and roofs of the development hereby approved have been submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be carried out in accordance with the approved details.

Reason: In the interests of visual amenity and to preserve and enhance the character and appearance of the surrounding Conservation Area (Policies DM3 and DM13 of the Core Strategy and Development Management Policies 2009).
3) No development shall commence until such time as full details of both hard and soft landscaping to the front of the site have been submitted to and approved in writing by the Local Planning Authority. These details shall include:-

proposed finished levels or contours;
materials to be used for any hard surfacing;
boundary treatments;
planting plans, including schedule of size, species, positions, density and times of planting;
cultivation details including operations required to establish new planting;
details of existing trees and hedgerows on the site, indicating those to be retained and the method of their protection during development works.

Thereafter the development shall be carried out in accordance with the approved details.

Reason: In order to ensure that the landscaping is carried out within a reasonable period in the interest of the visual amenities of the surrounding conservation area (Policies DM3 and DM13 of the Core Strategy and Development Management Policies 2009).
4) No development shall commence until such time as a schedule of landscape maintenance for a minimum period of five years has been submitted to and approved in writing by the local planning authority. The schedule shall include details of the arrangements for its implementation which shall be carried out prior to the occupation of any part of the development or in accordance with a programme agreed in writing with the Local Planning Authority.

Reason: In order to ensure that the planting is carried out within a reasonable period in the interest of the visual amenities of the surrounding conservation area (Policies DM3 and DM13 of the Core Strategy and Development Management Policies 2009).
5) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers [13/BE/01; 13/BE/02C; 13/BE/03C; 13/BE/04B].

Reason: For the avoidance of doubt.
