Conditions or Reasons for Planning Application - CB/13/01760/FULL
Conditions or Reasons:
1) The development shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking and re-enacting that Order with or without modification), no additional windows or openings shall be inserted into the rear elevation of the flats hereby permitted other than with specific planning permission from the Local Planning Authority.

Reason: To protect the amenity of neighbouring residents.

3) The windows shown in the rear elevation shall be permanently glazed with obscured glass and shall be non-openable at all times.

Reason: To protect the privacy of the occupiers of adjoining properties.

4) Details of a screen fence to be erected around the premises shall be submitted to and approved in writing by the Local Planning Authority and the screen fence as approved shall be erected before the development is first occupied or brought into use and thereafter retained.

Reason: To ensure that privacy is adequately maintained.

5) Notwithstanding the provision of Article 3(1) of the Town and Country Planning (General Permitted Development) Order 1995 (or any Revoking or re-enacting that Order), before the development is occupied the parking area and turning area shall be marked out as detailed on approved drawing number WPD-021-12-5A which shall thereafter be permanently retained on site, unless otherwise agreed in writing with the Local Planning Authority.

Reason: To ensure that off street parking provision is maximised in the interests of highway safety.

6) Any gates provided shall open away from the highway and be set back a distance of at least 5.0m from the nearside edge of the carriageway of the adjoining highway.

Reason: To enable vehicles to draw off the highway before the gates are opened.

7) Before the premises are occupied all on site vehicular areas shall be surfaced in a manner to the Local Planning Authority's approval so as to ensure satisfactory parking of vehicles outside highway limits. Arrangements shall be made for surface water from the site to be intercepted and disposed of separately so that it does not discharge into the highway.

Reason: In order to minimise danger, obstruction, and inconvenience to users of the highway and of the premises.

8) Development shall not begin until details of secure cycle storage for residents and cycle parking for visitors have been approved by the Local Planning Authority and no flat shall be first occupied until the said storage and parking have been constructed in accordance with the approved details.

Reason: In order to promote sustainable modes of transport.

9) Development shall not begin until details of the refuse storage area and collection point have been approved by the Local Planning Authority and no flat shall be first occupied until the said storage and collection points have been constructed in accordance with the approved details.

Reason: To ensure the refuse collection bins do not cause a hazard or obstruction to the highway or parking area and to ensure an acceptable refuse disposal system.

10) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers WPD-021-12-1, WPD-021-12-2A, WPD-021-12-5A & WPD-021-12-6A.

Reason: For the avoidance of doubt.
