1) The proposal would create an overly tall and solid boundary enclosure and a hard edge to the property, adjacent to the adjoining public footpath and open grassed amenity area, to the detriment of the character and appearance of the residential environment as a whole. Given its height and prominent position, the detrimental impact of the proposed fencing could not be offset by the planting of climbers or wall shrubs. The development is therefore contrary to the principles of good design set out within Policy BE8 of the South Bedfordshire Local Plan Review, Policy 43 of the emerging Development Strategy for Central Bedfordshire, supplementary planning guidance contained with Design in Central Bedfordshire, A Guide for Development and national guidance set out within the National Planning Policy Framework.
