Conditions or Reasons:
1) The proposed development, by virtue of its size, commercial use and close proximity to adjoining residential properties, would detract from the established residential character and spaciousness of the area, would be inappropriate in its context and would fail to promote or reinforce local distinctiveness to the detriment of the special character of the Summer Street and Front Street Area of Special Character. The proposal would, therefore, be contrary to national guidance in Planning Policy Statement 1 'Delivering Sustainable Development' and to Policies BE6 and BE8 of the South Bedfordshire Local Plan Review.
2) The proposed development, by virtue of its proposed siting in close proximity to an adjacent Oak tree, would have an adverse impact on the health and appearance of the tree to the detriment of the contribution that the Oak tree makes to the visually significant tree belt that forms the north-eastern boundary of the Summer Street and Front Street Area of Special Character. The proposal would, therefore, be contrary to national guidance in Planning Policy Statement 9 'Biodiversity and Geological Conservation' and to Policies BE6 and BE8 of the South Bedfordshire Local Plan Review.
3) The proposed development, by virtue of the potential level of noise and odour that may be generated and in the absence of any evidence to the contrary, may have an adverse impact on the residential amenity enjoyed by the occupiers of adjoining residential properties. The proposal would, therefore, be contrary to Policy BE8 of the South Bedfordshire Local Plan Review.
