The site lies within the South Bedfordshire Green Belt and the retention of this development would conflict with the National Planning Policy Framework (NPPF) and policy 36 of the emerging Development Strategy for Central Bedfordshire whereby, within the Green Belt, permission will not be granted except in very special circumstances for development for purposes other than agriculture and forestry,small scale facilities for outdoor sport and outdoor recreation, extension and alteration to existing buildings, limited infilling or partial redevelopment of brownfield land, mineral working, or other uses appropriate to a rural area which preserve the openness of the Green Belt. No special circumstances have been established in this case. |

The retention of this development would conflict with the NPPF, policy 58 of the emerging Development Strategy for Central Bedfordshire and Policy NE3 of the South Bedfordshire Local Plan Review, which seek to preserve the high quality of the landscape of the Chilterns Area of Outstanding Natural Beauty and an Area of Great Landscape Value and to resist development which would have an adverse effect on it. To retain this development would have an adverse effect on the views in and around the designations and in turn the landscape and the natural beauty of the area. |

The proposed development would introduce a non-conforming commercial use into a predominantly mixed agricultural and residential area and with regards to the hours of operation, fencing, lighting and hard surfacing would be detrimental to the character of the area and amenity enjoyed by the occupants of neighbouring residential properties, because of the unacceptable noise, general disturbance, loss of privacy and visual impacts resulting. Based on the limited information supplied, any mitigating measures such as with regard to fencing, lighting and hard surfacing, would also likely exacerbate the impact. The proposal is therefore contrary to Policy BE8 of the South Bedfordshire Local Plan Review and policy 43 of the emerging Development Strategy for Central Bedfordshire. |

By virtue of the lack of suitable surfacing the proposed development would make inadequate provision for the parking of cars and would lead to indiscriminate parking on the highway and mud being dragged onto the highway thereby resulting in unacceptable traffic congestion and hazards for highway users. The proposal is therefore contrary to Design in Central Bedfordshire: A Guide for Development, Design Supplement 7, Movement, Streets and Places and policies 27 & 43 of the emerging Development Strategy for Central Bedfordshire. |

The proposed development fails to provide a turning area which is suitable and as a result would lead to vehicles having to manoeuvre from or to Harling Road in reverse gear leading to additional hazards for highway users. The proposal is therefore contrary to Design in Central Bedfordshire: A Guide for Development, Design Supplement 7, Movement, Streets and Places and policies 27 & 43 of the emerging Development Strategy for Central Bedfordshire. |

The proposal, if permitted would result in an access which has inadequate driver / driver intervisibility and would lead to conditions of danger to all highway users. The proposal is therefore contrary to Design in Central Bedfordshire: A Guide for Development, Design Supplement 7, Movement, Streets and Places and policies 27 & 43 of the emerging Development Strategy for Central Bedfordshire. |
