Conditions or Reasons:
1) The site lies within the South Bedfordshire Green Belt and the proposed development would conflict with National Policy in the form of the National Planning Policy Framework (NPPF) and policy 36 of the emerging Development Strategy for Central Bedfordshire whereby, within the Green Belt, permission will not be granted except in very special circumstances for development for purposes other than agriculture and forestry, mineral working, small scale facilities for outdoor sport and outdoor recreation or other uses appropriate to a rural area which preserve the openness of the Green Belt. No special circumstances have been established in this case. Furthermore the proposed garage would also be double the size of the existing garage and given its prominent siting and height would be considered to be unduly prominent within the context of the streetscene, detrimental to the appearance and openness of the Green Belt, thereby inappropriate in the Green Belt.
2) By virtue of the proposed garage size, prominent siting on this open frontage and unsatisfactory design by reason of roofing material, the proposal would fail to compliment the character of the existing dwelling and other similar properties in the locality and would be detrimental to the visual amenities of the street scene and of nearby residents . The proposal is therefore contrary to National Policy in the form of the National Planning Policy Framework (NPPF), policies BE8 & H8 of the South Bedfordshire Local Plan Review, policy 43 of the emerging Development Strategy for Central Bedfordshire and the Central Bedfordshire Design Guidance.
