Conditions or Reasons:
1) National advice within the National Planning Policy Framework states that significance of a heritage asset can be harmed or lost through alteration, destruction or development within its setting. The proposed enclosure of the archway would diminish the architectural integrity of the building and thus cause substantial harm to the historic significance of the group of buildings constituting the Coaching Inn. Furthermore, the wall proposed to be erected against The White Horse would prevent access to maintain this adjoining Grade II Listed Building and hence affecting its setting and conservation. Given that the works are not required to achieve substantial public benefits that would outweigh the identified harm, the proposal is not wholly exceptional contrary to national advice. The proposed development is therefore not in conformity with Policy BE8 of the South Bedfordshire Local Plan Review, Policies 43 and 45 of the emerging Development Strategy for Central Bedfordshire and the national advice.
