The proposed development would, by reason of its size and overall massing be materially more harmful to the openness of the Green Belt than the existing mobile home. The proposal is therefore contrary to Green Belt policy set out in national guidance within the National Planning Policy Framework and to Policies SD1 and BE8 of the South Bedfordshire Local Plan Review and 36 and 43 of the Emerging Development Strategy for Central Bedfordshire. |

The Local Planning Authority seeks to preserve the high quality of the landscape of the Chilterns Area of Outstanding Natural Beauty and Area of Great Landscape Value and to resist development which would have an adverse effect on it. To permit this proposal would, by reason of its size and overall massing and viewed within the context of the recently erected garage on the adjoining property, have an adverse cumulative effect on the landscape and natural beauty of the area and would fail to maintain and enhance the intrinsic value of the countryside. The proposal is therefore contrary to the principles of good design set out in national advice within the National Planning Policy Framework and to Policies BE8 and NE3 of the South Bedfordshire Local Plan Review and Policies 36, 43 and 50 of the emerging Development Strategy for Central Bedfordshire. |

The proposed dwelling is considered a radical departure from the simple form of the existing mobile home and the indicative plan submitted at the outline application stage. The proposed roof form is considered disjointed and overly complex and hence representing poor design. Furthermore, the overall massing and bulk of the dwelling would not complement the existing structures on the holding. The proposed development would therefore, because of its size, siting and incongruous design, be out of character with the surrounding developments in the locality and would be harmful to the visual amenities of the area contrary to the principles of good design set out in national guidance within the National Planning Policy Framework and to Policies BE8 and H10 of the South Bedfordshire Local Plan Review and 43 of the Emerging Development Strategy for Central Bedfordshire. |

Policy H10 of the South Bedfordshire Local Plan Review states that within the Green Belt the Local Planning Authority will only grant planning permission for an agricultural workers dwelling or farm dwelling where:
(vi) the size, setting and appearance of the proposed dwelling are well related to the reasonable requirements of the proposed occupier and to the existing buildings on the farm holding.
(viii) the proposed dwelling is of a size and nature commensurate with the functional agricultural purpose it is required to meet.
In this case, the proposed dwelling would accommodate four bedrooms, an office, lounge, kitchen/dining, utility room, bathrooms and ancillary space. The overall size of the dwelling is therefore considered to be contrary to the objectives of the council policy. |
