Conditions or Reasons for Planning Application - CB/14/00135/FULL
Conditions or Reasons:
1) The site lies within the South Bedfordshire Green Belt and the retention of this development would conflict with National policy in the form of the National Planning Policy Framework (NPPF) and policy 36 of the emerging Development Strategy for Central Bedfordshire whereby, within the Green Belt, permission will not be granted for inappropriate development such as this building except in very special circumstances. No special circumstances have been established in this case.
2) The retention of this development would conflict with National Guidance in the form of the NPPF, policy 58 of the emerging Development Strategy for Central Bedfordshire and Policy NE3 of the South Bedfordshire Local Plan Review, which seek to preserve the high quality of the landscape of the Chilterns Area of Outstanding Natural Beauty and an Area of Great Landscape Value and to resist development which would have an adverse effect on it. To retain this development by reason of its scale and siting, would have an adverse effect on the landscape and the natural beauty of the area.
3) The retention of this development, by reason of encroachment within the root protection areas and the need for reduction of the canopies of the protected Ash and Oak tree on the adjoining properties to the site, would have a continuing harmful impact on the health and appearance of the protected trees to the detriment of the landscape character and visual amenity of the locality and in their context an overall impact on the Chilterns Area of Outstanding Beauty Area and an Area of Great Landscape Character. The proposal is therefore contrary to the principles of good design as set out within national guidance in the form of the NPPF, policy BE8 of the South Bedfordshire Local Plan Review and policies 43 & 58 of the Emerging Development Strategy for Central Bedfordshire.
