Conditions or Reasons for Planning Application - CB/14/00304/FULL
Conditions or Reasons:
1) The site lies within the South Bedfordshire Green Belt, where permission will not be granted except in very special circumstances for development for purposes other than the specified purposes listed in paragraphs 89 and 90 of the National Planning Policy Framework. The proposed development is not included within these specified purposes and thus constitutes inappropriate development within the Green Belt. The proposed building, by reason of its scale and siting would also have a detrimental impact on the openness of the Green Belt. No special circumstances have been established in this case and thus the proposal is in conflict with Section 9 of the National Planning Policy Framework and Policy 36 of the emerging Development Strategy for Central Bedfordshire.
2) The garden room, because of its scale, siting and unsympathetic and incongruous design, is out of character with the subject dwelling, the Manor Court complex and the surrounding area and thus is harmful to the visual amenities of the area and of nearby residents. The proposal is therefore contrary to the principles of good design as set out in the National Planning Policy Framework, Policy BE8 of the South Bedfordshire Local Plan Review, Policy 43 of the emerging Development Strategy for Central Bedfordshire and the Central Bedfordshire Design Guide.
