Conditions or Reasons for Planning Application - SB/08/00356
Conditions or Reasons:
1) The development if permitted would lead to the creation of a new access very close to the junction of Stanbridge Road Terrace and Stanbridge Road. The manoeuvring of vehicles associated with the use of the access would lead to conflict and interference with the general traffic turning at the junction and be detrimental to highway safety. The proposal would thereby be contrary to national guidance contained within Planning Policy Statement 1: 'Delivering Sustainable Development', Planning Policy Statement 3: 'Housing', Planning Policy Guidance Note 13: 'Transport', and Policies BE8 and H2 of the South Bedfordshire Local Plan Review.
2) The proposed access is at a point where visibility is substandard and would lead to danger and inconvenience to people using it and to highway users in general. The proposal would thereby be contrary to national guidance contained within Planning Policy Statement 1: 'Delivering Sustainable Development', Planning Policy Statement 3: 'Housing', Planning Policy Guidance Note 13: 'Transport', and Policies BE8 and H2 of the South Bedfordshire Local Plan Review.
3) Insufficient information has been provided with the application to demonstrate that the development if permitted would not give rise to additional on-street parking to the detriment of public and highway safety. The proposal would thereby be contrary to national guidance contained within Planning Policy Statement 1: 'Delivering Sustainable Development', Planning Policy Statement 3: 'Housing', Planning Policy Guidance Note 13: 'Transport', and Policies BE8 and H2 of the South Bedfordshire Local Plan Review.
4) The proposed development would, because of its prominent siting and incongruous design, appear as an overly prominent feature, out of character with the locality and harmful to the visual amenity of the street scene and of nearby residents. The proposal would thereby be contrary to the principles of good design set out in national guidance contained within Planning Policy Statement 1: 'Delivering Sustainable Development' and Policies BE8 and H2 of the South Bedfordshire Local Plan Review.
