Conditions or Reasons:
1) The application presents an unacceptable extension of the existing brick built outbuilding and represents a cramped and confined form of development at odds with the main parade of shops. The existing brick built outbuilding lies to the rear of a very small courtyard and the addition of a first floor would have an adverse overbearing impact on the occupiers of the first floor flat at no. 8 High Street and would adversely affect the privacy and outlook that the occupants of this property might reasonably expect to enjoy to the detriment of their residential amenity. The proposal is considered unacceptable failing to comply with Policy BE8 of the South Bedfordshire Local Plan Review Policies; Policy 43 of the emerging Development Strategy for Central Bedfordshire, Central Government guidance contained within the National Planning Policy Framework (2012) and the supplementary planning guidance in the form of Central Bedfordshire Council's Design Guidance (2014).
2) The application contains insufficient information to show that the required parking provision to meet the needs of both the existing and proposed developments can be accommodated in a manner that would not cause increased danger and inconvenience to users of the highway; as such the proposal is contrary to the Central Bedfordshire Local Transport Plan: Appendix F : Parking Strategy.
