| Conditions or Reasons: | 1)
The development hereby permitted shall be begun either before the expiration of three years from the date of this permission, or before the expiration of two years from the date of approval of the last of the reserved matters to be approved, whichever is the later.
Reason: To comply with the provisions of Sections 92 (2) (b) and (4) of the Town and Country Planning Act 1990. |

Application for approval of the reserved matters shall be made to the Local Planning Authority before the expiration of three years from the date of this permission.
Reason: To comply with the provisions of Section 92 (2) (a) and (4) of the Town and Country Planning Act 1990. |

Approval of the details of:- (a) the scale of the buildings; (b) the appearance of the buildings; (c) the landscaping of the site; shall be obtained from the Local Planning Authority in writing before any development is commenced. Plans and particulars of all of the reserved matters referred to above shall be submitted in writing to the Local Planning Authority and the development shall be implemented as approved. Reason: To enable the Local Planning Authority to exercise control over the said matters which are not particularised in the application for planning permission in accordance with Section 92 of the Town and Country Planning Act 1990 and Town and Country Planning (General Development Procedure) Order 1995. |

No development shall take place until a scheme for screen fencing or screen walling including details of the boundary treatment of the site on the Hollicks Lane frontage and the treatment of the designated footpath that runs along this frontage has been submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be fully implemented before the development is first occupied or brought into use and shall be retained thereafter.
Reason: To safeguard the amenity and privacy of residents and to ensure the reinstatement of the public footpath. (Policies 23 & 43 DSCB) |

Before the development hereby permitted is commenced, details of a scheme showing the provision of three off-street parking spaces to serve the new dwelling shall be submitted to and approved by the Local Planning Authority. The details to be approved shall include the proposed materials for construction and arrangements shall be made for surface water from the site to be intercepted and disposed of separately so that it does not discharge into the highway. The approved scheme shall be implemented and made available for use before the development hereby permitted is occupied and that area shall not be used for any other purpose.
Reason: To enable vehicles to draw off, park and turn clear of the highway to minimise danger, obstruction and inconvenience to users of the adjoining highway. |

Any gates provided shall open away from the highway and be set back a distance of at least 5.0m from the nearside edge of the carriageway of the adjoining highway.
Reason: To enable vehicles to draw off the highway before the gates are opened. (Policy 43, DSCB) |

No development approved by this permission shall take place until the following has been submitted to and approved in writing by the Local Planning Authority:
A Phase 1 Desk Study incorporating a site walkover, site history, maps and all further features of industry best practice relating to potential contamination. Where shown to be necessary by the Phase 1 Desk Study, a Phase 2 Site Investigation report further documenting the ground conditions of the site with regard to potential contamination, incorporating appropriate soils and gas sampling.
Reason: To ensure that the site is suitable for its end use and to protect human health and the water environment. (Policies 43 and 44, DSCB) |

No occupation of any permitted building shall take place until the following has been submitted to and approved in writing by the Local Planning Authority: Where shown to be necessary by any Phase 2 Desk Study found to be necessary by Condition 7, a Phase 3 detailed remediation scheme and measures to be taken to mitigate any risks to human health, groundwater and the wider environment. Any works which form part of the Phase 3 scheme approved by the local authority shall be completed in full before any permitted building is occupied.
The effectiveness of any scheme shall be demonstrated to the Local Planning Authority by means of a validation report (to incorporate photographs, material transport tickets and validation sampling), unless an alternative period is approved in writing by the Authority. Any such validation should include responses to any unexpected contamination discovered during works. Reason: To ensure that the site is suitable for its end use and to protect human health and the water environment. (Policies 43 and 44, DSCB) |

The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 5194:14:02B, 5194:14:02C, 5194:14:03A & 5194:14:04B.
Reason: To identify the approved plan/s and to avoid doubt. |
