Conditions or Reasons:
1) The proposed change of use is not considered to fall within the scope of permitted development under Class MB, Part 3, Schedule 2 of the Town and Country Planning (General Permitted Development) Order 1995, as amended in that it fails criterion (i) of Class MB as the development is considered to consist of building operations over and above what is reasonably necessary to carry out the building operations allowed by paragraph MB.1 (i) (i) and the existing structure would need to be more than partially demolished to facilitate the development as allowed by paragraph MB.1 (i) (ii). New permanent buildings for residential purposes would be harmful to the Green Belt and the rural character of the countryside by introducing domestic buildings in an area where the National Planning Policy Framework and local policy seeks to restrict residential development. As such the proposal would be contrary to Policy NE12 of the South Bedfordshire Local Plan Review, Policies 36, 50 & 52 of the emerging Development Strategy for Central Bedfordshire and the National Planning Policy Framework.
