Conditions or Reasons:
1) The relocated fence line of the application site has enclosed an area of open amenity land which formerly made a positive contribution to the visual amenity and special character of the streetscene and the designated Area of Special Character. The erection of a 1.8 metre high close boarded fence immediately adjoining the back of the footpath has created a harsh visual edge to the property and this combined with the loss of the open amenity land has had a detrimental impact on the appearance and character of the area which is characterised by a spacious, open plan and well landscaped built form. The proposal is therefore contrary to Policies BE6, BE8 and R12 of the South Bedfordshire Local Plan Review, Policies 40 and 43 of the emerging Development Strategy for Central Bedfordshire and the National Planning Policy Framework.
