Conditions or Reasons for Planning Application - CB/14/03822/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) No development shall take place until details of the existing and final ground and slab levels of the dwelling hereby approved have been submitted to and approved in writing by the Local Planning Authority. Such details shall include sections through both the site and the adjoining properties, the location of which shall first be agreed in writing with the Local Planning Authority. Thereafter the site shall be developed in full accordance with the approved details.

Reason: To ensure that an acceptable relationship results between the new development and adjacent dwellings.
3) No development shall take place until details/samples of the materials (bricks and stone detailing; roof tiles) to be used in the construction of the dwelling hereby permitted have been submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in accordance with the approved details.

Reason: To control the appearance of the building in the interests of the visual amenities of the locality.
4) The scheme for parking and garaging indicated on the submitted plans shall be laid out prior to the occupation of the extended development hereby permitted and those areas shall not thereafter be used for any other purpose.
Reason: To enable vehicles to draw off and park clear of the Ashburnham Road to minimise danger, obstruction and inconvenience to users of the adjoining Ashburnham Road.
5) The home office accommodation hereby permitted shall not be occupied at any time other than for purposes ancillary to the residential use of the dwelling known as 12 Ashburnham Road.

Reason: The office accommodation created within the residential dwelling is not suitable to be used as a separate, independent business unit given its location, means of access and parking provision which would be inappropriate in highway terms in this location.
6) The first floor and second floor bath/WC windows in the side (south facing) elevation of the development hereby permitted shall be permanently fitted with obscured glass of a type to substantially restrict vision through it at all times and shall be non-opening, unless the parts of the windows which can be opened are more than 1.7m above the floor of the rooms in which the windows are installed. No further windows or other openings shall be formed in the side elevation.

Reason: To safeguard the privacy of occupiers of adjoining properties
7) The first floor ensuite windows in the side (north facing) elevation of the development hereby permitted shall be permanently fitted with obscured glass of a type to substantially restrict vision through it at all times and shall be non-opening, unless the parts of the windows which can be opened are more than 1.7m above the floor of the rooms in which the windows are installed. No further windows or other openings shall be formed in the side elevation.

Reason: To safeguard the privacy of occupiers of adjoining properties
8) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 18914; 18914-5; site location plan; CBC/001 (outline of elevation including neighbours).

Reason: To identify the approved plan/s and to avoid doubt.
