Conditions or Reasons for Planning Application - CB/14/04072/FULL
Conditions or Reasons:
1) The proposed development would because of its siting to the rear of the strong building line of Dunstable Road appear incongruous and cramped, out of character with the existing uniform grain of development and with adjoining dwellings in the locality. The overall scale and bulk of the proposed dwellinghouses is exacerbated by the limited plot size and the gradient of the land and thereby would be harmful to the visual amenities of the street scene and of nearby residents and to the characterer of the area. The proposal is therefore contrary to the principles of good design set out in the National Planning Policy Framework, Policies BE8 & H2 of the South Bedfordshire Local Plan Review, Policy 43 of the emerging Development Strategy for Central Bedfordshire and the Central Bedfordshire: A Guide for Development (Sept 2014).
2) The proposed development at plot 1 would, because of its size, siting and orientation result in a loss of light, overshadowing and overbearing impact to the occupiers of the adjoining property of 6 Holly Farm Close. The proposal is therefore contrary to the principles of good design set out in Policy BE8 of the South Bedfordshire Local Plan Review, Policy 43 of the emerging Development Strategy for Central Bedfordshire, the National Planning Policy Framework and the Central Bedfordshire: A Guide for Development (Sept 2014).
3) The application is not accompanied by an acceptable completed legal agreement securing contributions towards providing sustainable development in accordance with the National Planning Policy Framework (NPPF). The proposal is contrary to the Central Bedfordshire Council's Adopted Supplementary Planning Guidance: Planning Obligations Strategy: South (2009) and Policy 19 of the emerging Development Strategy for Central Bedfordshire and the NPPF.
