Conditions or Reasons for Planning Application - CB/14/04076/RDCA
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) No development shall take place until the applicant or developer has implemented and submitted to the Local Planning Authority, for written approval, a completed scheme of building recording which has been undertaken to a level of detail secured by way of a written scheme of investigation agreed by the Local Planning Authority, but which in any event shall be a building record undertaken to not less than English Heritage Recording Level 2, as set out in Section 5 of the publication Understanding Historic Buildings: a guide to good recording practice (English Heritage 2006).

Reason: To ensure that the building is adequately recorded, in accordance with current 'best practice' standards, prior to demolition.

3) No demolition shall take place until a statement of the method of demolition has been submitted to and approved in writing by the Local Planning Authority, and the demolition hereby approved shall thereafter be undertaken strictly in accordance with the approved details.

Reason: To ensure that the demolition hereby approved is undertaken in an appropriate manner consistent with the need to preserve the visual amenity of the area.

4) Prior to all demolition and construction operations, tree protection fencing shall be erected and positioned in strict accordance with the drawing "Proposed Tree Protection Measures" (Dwg no. 14-818-P-03 Rev A), and Section 18 "Barriers around the trees" of the Arboricultural Impact Assessment Report prepared by Dr Frank Hope (Ref: FH-Triad-Bennetts-Cottage-Whipsnade").

Reason: To ensure a satisfactory standard of tree protection, prior to the start of all development operations, so as to safeguard the health of retained trees in the interest of retaining visual amenity and the character of the Whipsnade Conservation Area.

5) Notwithstanding the initial bat survey report submitted with the application, prior to the commencement of the demolition of the existing buildings, further bat surveys shall be carried out as per the timetable to be agreed in writing by the Local Planning Authority and any mitigation measures necessary shall thereafter be implemented.

Reason: To prevent harm to protected species.

6) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 14-818-P-01 Rev. A, 14-818-P-02 Rev.B, 14-818-P-03 Rev. A, 12-781-P-02 Rev. A and 12-781-P-03 Rev. A.

Reason: To identify the approved plans and to avoid doubt.
