| Conditions or Reasons: | 1)
The development hereby permitted shall begin not later than three years from the date of this permission.
Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |

Notwithstanding the details submitted with the application, and prior to the commencement of development hereby approved, samples of materials which shall comprise,roofing tiles; facing bricks, rainwater goods (of painted cast aluminium), shall be submitted to and approved in writing by the Local Planning Authority and the development shall thereafter be undertaken strictly in accordance with the approved details.
Reason: To control the appearance of the building in the interest of preserving the character and appearance of the Conservation Area. (Policies BE8, S.B.L.P.R and 43 & 45 D.S.C.B). |

Prior to the commencement of the development hereby approved and notwithstanding the details submitted with the application, drawn details in plan, elevation and section, at an appropriate scale between 1:1 and 1:20, showing all windows and external doors proposed to be installed including the front elevation full height gable end glazed framing and showing the relationship of window and door installations to the outside face of the external walls, shall be submitted to and approved in writing by the Local Planning Authority and the development shall thereafter be undertaken strictly in accordance with the approved details.
Reason: To control the appearance of the building in the interest of preserving the character and appearance of the Conservation Area. (Policies BE8, S.B.L.P.R and 43 & 45 D.S.C.B). |

Prior to development, a landscape planting plan shall be supplied to the Local Planning Authority for approval, showing planting positions, planting species, planting density and a planting specification for all new trees, shrubs and hedging, which shall also include an appropriate maintenance programme. The approved scheme shall be implemented during the following planting season (November to March) and the planting shall be satisfactorily maintained for a period of 5 years after planting and any losses incurred during this period shall be replaced in accordance with the approved plan.
Reason: To ensure a satisfactory standard of landscape planting and aftercare to enable the approved landscape scheme to successfully establish in the interests of providing visual amenity and to visually integrate the new development into the Whipsnade Conservation Area. (Policies BE8, S.B.L.P.R and 43 & 45 D.S.C.B). |

Prior to all demolition and construction operations, tree protection fencing shall be erected and positioned in strict accordance with the drawing "Proposed Tree Protection Measures" (Dwg no. 14-818-P-03 Rev A), and Section 18 "Barriers around the trees" of the Arboricultural Impact Assessment Report prepared by Dr Frank Hope (Ref: FH-Triad-Bennetts-Cottage-Whipsnade").
Reason: To ensure a satisfactory standard of tree protection, prior to the start of all development operations, so as to safeguard the health of retained trees in the interest of retaining visual amenity and the character of the Whipsnade Conservation Area. (Policies BE8, S.B.L.P.R and 43, 45 and 59, D.S.C.B). |

Prior to development, full specification details of Pile and Beam foundations to be used in the construction of the dwelling shall be supplied to the Local Planning Authority for approval. The foundations shall be designed by a fully qualified structural engineer, and be fit for purpose, and shall have conformed with all building control requirements, yet serve to protect the integrity of the rooting medium, and the rooting system of retained trees from any excavation and compaction damage, where there is incursion of the new building into the Root Protection Area of retained trees.
Reason: To prevent compaction damage to the rooting medium, and severance or asphyxiation damage to the rooting system by the lowering or raising of soil levels, within the areas marked as Root Protection Areas, as shown on the drawing "Proposed Tree Protection Measures" (Dwg No.14-818-P-03 Rev A), so as to ensure the health, function and anchorage of roots, and thereby maintain the health of retained trees, in the interests of retaining visual amenity and the character of the Whipsnade Conservation Area. (Policies BE8 S.B.L.P.R and 43 & 59, D.S.C.B) |

Notwithstanding the initial bat survey report submitted with the application, prior to the commencement of the development hereby approved, including demolition of the existing buildings, further bat surveys shall be carried out as per the timetable to be agreed in writing by the Local Planning Authority and any mitigation measures necessary shall thereafter be implemented.
Reason: To prevent harm to protected species. (Policy 57, D.S.C.B) |

Development shall not begin until details of the junction of the widened vehicular access have been approved by the Local Planning Authority and no building shall be occupied until the junction has been constructed in accordance with the approved details.
Reason: In order to minimise danger, obstruction and inconvenience to users of the access and the premises. (Policy 43 , DSCB) |

Notwithstanding the provisions of Part 1, Class A of Schedule 2 to the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking and re-enacting that Order with or without modification), no extensions to the building(s) hereby permitted shall be carried out without the grant of further specific planning permission from the Local Planning Authority.
Reason: To control the size of the development in the interests of preserving the openness of the Green Belt and in the interests of visual amenities. (Policies BE8, SBLPR and 36 & 43 DSCB) |

Notwithstanding the provisions of Part 1 Class E of Schedule 2 to the Town and Country (General Permitted Development) Order 1995 (or any order revoking and re-enacting that Order with or without modification), no buildings or other structures shall be erected or constructed within the curtilage of the property without the grant of further specific planning permission from the Local Planning Authority.
Reason: To control the size of the development in the interests of preserving the openness of the Green Belt and in the interests of visual amenities. (Policies BE8, SBLPR and 36 & 43 DSCB) |

The existing garage and outbuilding shown on Drawing Number 14-818-P-03 Rev A shall be demolished and cleared from the site prior to the commencement of the approved development.
Reason: In the interests of preserving the visual openness of the Green Belt and the Conservation Area. (Policies BE8, SBLPR and 36,43 and 45 DSCB) |

The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 14-818-P-01 Rev. A, 14-818-P-02 Rev.B, 14-818-P-03 Rev. A, 12-781-P-02 Rev. A and 12-781-P-03 Rev. A.
Reason: To identify the approved plans and to avoid doubt. |
