| Conditions or Reasons: | 1)
The development hereby permitted shall begin not later than three years from the date of this permission.
Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |
2)
No development shall take place, notwithstanding the details submitted with the application, until details of the materials to be used for the external walls and roofs of the development hereby approved have been submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in accordance with the approved details.
Reason: To control the appearance of the building in the interests of the visual amenities of the locality. (Policy 43, DSCB) |
3)
Any pruning of the Copper Beech tree T4 shall be strictly confined to the work recommendations identified in Appendix C "Tree Survey" that forms part of the "BS5837 Tree Survey, Arboricultural Impact Assessment and Method Statement" prepared by Elizabeth Greenwood (Reference 523.14) and shall be carried out by a qualified and competent arboriculturist who is capable of working practices that conform to BS 3998:2010 "Tree Work - Recommendations".
Reason: To ensure that tree work is carried out to a competent standard and that tree work does not exceed that required to facilitate those building works granted consent, in order that any adverse impact on the amenity value and appearance of this tree is avoided, and that tree is not visually disfigured. (Policy BE8 S.B.L.P.R & 59 D.S.C.B). |

No development shall take place until protective barriers and ground protection are installed in strict accordance with the "Tree Protection Plan" prepared by Elizabeth Greenwood (Dwg. No. 523.14.2B) that forms Appendix H, and the "Protective Barrier/Fencing" specification that forms Appendix E of the "BS5837 Tree Survey, Arboricultural Impact Assessment and Method Statement" prepared by Elizabeth Greenwood (Reference 523.14).
Reason: To safeguard the Root Protection Area from all construction operations, construction access, plant, machinery and material storage in order to provide for the protection of the rooting medium from compaction damage, and to safeguard the root system of trees indicated for retention on the Tree Protection Plan to ensure continued good health and stability. (Policy BE8 S.B.L.P.R & 59 D.S.C.B). |

All construction operations within the Root Protection Area of retained trees shall be carried out in strict accordance with Section 5 "Methods of Construction for the Development" and Appendix H "Tree Protection Plan" that forms part of the "BS5837 Tree Survey, Arboricultural Impact Assessment and Method Statement" prepared by Elizabeth Greenwood (Reference 523.14).
Reason: To minimise damage incurred to the rooting medium and to the rooting system of Copper Beech T4, where such work is being undertaken in the Root Protection Area of this tree, in order to safeguard its health and stability. (Policy BE8 S.B.L.P.R & 59 D.S.C.B). |

Surfacing over the Root Protection Area of the Copper Beech tree T4 shall only be undertaken in strict accordance of Section 5.2 "Surfacing within the Root Protection Area", which forms part of "BS5837 Tree Survey, Arboricultural Impact Assessment and Method Statement" prepared by Elizabeth Greenwood (Reference 523.14)
Reason: To safeguard the Root Protection Area of Copper Beech tree T4 from adverse affects caused by the installation of new surfacing in order to safeguard the health and stability of the rooting medium and root systems of this tree. (Policy BE8 S.B.L.P.R & 59 D.S.C.B). |

No development shall take place until the Local Planning Authority has been supplied with the name of a suitably qualified arboricultural consultant, who will act as an appointed arboricultural supervisor, and a timetable of intended supervision site visits, to comply with the site supervision requirements set out in Appendix F "Indicative Arboricultural Supervision" that forms part of the "BS5837 Tree Survey, Arboricultural Impact Assessment and Method Statement" prepared by Elizabeth Greenwood (Reference 523.14). The Local Planning Authority shall subsequently be notified of all such site supervision site visits and receive a declaration from the arboricultural supervisor that the work has complied with all conditions and method statements.
Reason: To ensure the proper compliance with tree protection conditions and the correct adherence to the method statements to ensure the satisfactory protection of retained trees. (Policy BE8 S.B.L.P.R & 59 D.S.C.B). |
8)
Planting and aftercare shall be carried out in strict accordance with the "Landscape Proposals" plan prepared by Elizabeth Greenwood (Drg No. 523.14.3B), or any other approved revision, including adherence to the "Planting Specification", "Maintenance" "Replacement Planting" and "Annual Maintenance for Trees", which form part of the "Proposals Plan".
Reason: To ensure a satisfactory standard of landscape planting and establishment. (Policy BE8 S.B.L.P.R & 59 D.S.C.B). |
9)
No development shall take place until a written scheme of archaeological investigation; that includes post excavation analysis and publication, has been submitted to and approved in writing by the Local Planning Authority. The said development shall only be implemented in full accordance with the approved archaeological scheme.
Reason: To record and advance understanding of the heritage assets with archaeological interest which will be unavoidably affected as a consequence of the development. (Policy 45 DSCB) |
10)
If, during development, contamination not previously identified is found to be present at the site then no further development (unless otherwise agreed in writing with the Local Planning Authority) shall be carried out until the developer has submitted a remediation strategy to the local planning authority detailing how this unsuspected contamination shall be dealt with and obtained written approval from the local planning authority. The remediation strategy shall be implemented as approved.
Reason: To protect and prevent the pollution of controlled waters from potential pollutants associated with current and previous land uses in line with National Planning Policy Framework (NPPF), paragraphs 109, 120, 121. |
11)
Before development begins, a scheme for the parking of cycles on the site shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall be fully implemented before the development is first occupied or brought into use and thereafter retained for this purpose.
Reason: To ensure the provision of adequate cycle parking to meet the needs of occupiers of the proposed development in the interests of encouraging the use of sustainable modes of transport. (Policy 25 D.S.C.B). |
12)
No development shall commence until a wheel cleaning facility has been provided at all site exits in accordance with a scheme to be submitted to and approved in writing by the Local Planning Authority. The wheel cleaner(s) shall be removed from the site once the roadworks necessary to provide adequate access from the public highway have been completed (apart from final surfacing) to the satisfaction of the Local Planning Authority.
Reason: In the interests of the amenity and to prevent the deposit of mud or other extraneous material on the highway during the construction period. (Policy 25 D.S.C.B). |
13)
Before the premises are occupied all on site vehicular areas shall be surfaced in a manner to the Local Planning Authority's approval so as to ensure satisfactory parking of vehicles outside highway limits. Arrangements shall be made for surface water from the site to be intercepted and disposed of separately so that it does not discharge into the highway.
Reason: In order to minimise danger, obstruction, and inconvenience to users of the highway and of the premises. (Policies 25 & 43 D.S.C.B) |
14)
The length of all parking bays shall be at least 4.8m.
Reason: To ensure that parked vehicles do not adversely affect the safety and convenience of road users by overhanging the adjoining public highway. (Policy 25 D.S.C.B) |
15)
The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers DPL/14/18-1A & Elizabeth Greenwood Arboricultural Impact Assessment and Method Statement.
Reason: To identify the approved plans and to avoid doubt. |
