Conditions or Reasons for Planning Application - CB/14/04603/VOC
Conditions or Reasons:
1) All external finishes of the extensions hereby permitted shall be carried out in accordance with drawing 10.41.15F.

Reason: To safeguard the appearance of the completed development having regard to the visual amenities of the locality.
2) Notwithstanding the submitted plans, prior to first occupation of flat 3 the first floor window in the west, side elevation of the development hereby permitted shall be fitted with obscured glass of a type to substantially restrict vision through it at all times where the window height is less than 1.7metres above the floor level in the room where the window is installed. No further windows or other openings shall be formed in the elevation.

Reason: To safeguard the amenities of occupiers of adjoining properties.
3) Prior to occupation of any flat the vehicle access, parking and turning areas within the site shall be laid out in accordance with the details approved as planning permission CB/14/00744/FULL, unless an alternative layout is agreed in writing with the Local planning Authority, and thereafter retained for those purposes.

Reason: In order to minimise danger, obstruction and inconvenience to users of the highway and the premises.
4) Before the premises are occupied all on site vehicular areas shall be surfaced in a stable and durable manner in accordance with the details previously submitted and approved in respect planning permission CB/14/00744. Arrangements shall be made for surface water drainage from the site to soak away within the site so that it does not discharge into the highway or into the main drainage system.

Reason: To avoid the carriage of mud or other extraneous material or surface water from the site so as to safeguard the interest of highway safety and reduce the risk of flooding and to minimise inconvenience to users of the premises and ensure satisfactory parking of vehicles outside highway limits
5) Prior to the occupation of any flat the cycle storage and the bin storage area shall first be provided in accordance with the details approved as part of planning permission CB/14/00744, unless an alternative layout is agreed in writing with the Local Planning Authority, and shall thereafter be retained for such purposes.

Reason: To ensure the provision of adequate cycle parking and refuse storage to meet the needs of future occupiers of the development and to encourage sustainable modes of transport.
6) The landscaping shown on plan LAND/001/REV2 hereby approved and in respect of the specification detail set out in paragraph 31 of the Design and Access Statement shall be implemented by the end of the full planting season immediately following the completion and/or first use of any separate part of the development (a full planting season means the period from October to March). The planting shall subsequently be maintained for a period of five years from the date of planting and any which die or are destroyed during this period shall be replaced during the next planting season and maintained until satisfactorily established.

Reason: To ensure a satisfactory standard of landscaping to screen the parking area and refuse storage, in the interests of visual amenity.
7) Notwithstanding the detail shown on drawing LAND/001/REV 2 (approved in respect of landscaping only) this approval does not supersede any other detail shown on the block plan drawing 1041.16L of planning permission CB/14/00744, which remains the approved site layout.

Reason: For the avoidance of doubt.
8) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 1041.15F, 10.41.OSmap, LAND/001/REV 2 (landscaping only) and shall accord with the approved layout shown on block plan 1041.16L of planning permission CB/14/00744.

Reason: For the avoidance of doubt.
