Conditions or Reasons for Planning Application - CB/15/00649/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) Prior to the commencement of the development, hereby approved, and notwithstanding the details submitted with the application, details of the materials to be used for the external brickwork, timber cladding, roof tiles, slate and ridge pieces, rainwater goods, chimney pot, including that which are to be used in any repairs or making good, shall be made available on site for inspection by, and written approval of, the Local Planning Authority. The development shall be carried out only in accordance with the approved details.

Reason: This is a Grade II listed building within the Conservation Area and it is essential that good quality materials are agreed prior to commencement of any construction. Also to ensure that the development is in keeping with the existing listed building and the setting of the Conservation Area in accordance with Policy BE8 of the South Bedfordshire Local Plan Review and Policies 43 and 45 of the emerging Development Strategy for Central Bedfordshire.
3) Prior to the commencement of the development, hereby approved, and notwithstanding the details submitted with the application, a full external finishes schedule, including colours expressed as RAL nos. or demonstrated by colour swatches, shall be submitted to and approved in writing by the Local Planning Authority. The development shall be carried out only in accordance with the approved details.

Reason: This is a Grade II listed building within the Conservation Area and it is essential that good quality materials are agreed prior to commencement of any construction. Also to ensure that the character and appearance of the listed building and the Conservation Area is properly maintained, in accordance with Policy BE8 of the South Bedfordshire Local Plan Review and Policies 43 and 45 of the emerging Development Strategy for Central Bedfordshire.
4) Prior to the commencement of the development, hereby approved, and notwithstanding the details submitted as part of this application, details of new windows, rooflights and exterior doors proposed to be installed as part of the development hereby approved, including opening configurations, shall be submitted to and approved in writing by the Local Planning Authority. The development shall be carried out only in accordance with the approved details.

Reason: This is a Grade II listed building within the Conservation Area and it is essential that good quality materials are agreed prior to commencement of any construction. Also to ensure that the character and appearance of the listed building and the Conservation Area is properly maintained, in accordance with Policy BE8 of the South Bedfordshire Local Plan Review and Policies 43 and 45 of the emerging Development Strategy for Central Bedfordshire.
5) Prior to the construction of the extensions to the existing dwelling, hereby approved, and notwithstanding the details submitted with the application, details of making good to the fabric of the existing building (interior and exterior) required as a result of the implementation of the development hereby approved shall be submitted to and approved in writing by the Local Planning Authority. The development shall only be carried out only in accordance with the approved schedule of works.

Reason: To ensure that the special historical and architectural interest and integrity of the listed building is conserved and maintained in accordance with Policy BE8 of the South Bedfordshire Local Plan Review and Policies 43 and 45 of the emerging Development Strategy for Central Bedfordshire.
6) Prior to the construction of the extensions to the existing dwelling, hereby approved, and notwithstanding the details submitted with the application, a full Specification for the re-thatching of the longstraw roof cover of the existing listed building hereby approved shall be submitted to and approved in writing by the Local Planning Authority. The development shall be carried out only in accordance with the approved details.

Reason: To ensure that the special historical and architectural interest and integrity of the listed building is conserved and maintained, in accordance with Policy BE8 of the South Bedfordshire Local Plan Review and Policies 43 and 45 of the emerging Development Strategy for Central Bedfordshire.
7) Prior to the construction of the extensions to the existing dwelling, hereby approved, and notwithstanding the details submitted with the application, drawn constructional details of the glazed link structures hereby approved, in section at an appropriate scale between 1:1 and 1:10 showing framing dimensions and fixing details in respect of the host structures shall be submitted to and approved in writing by the Local Planning Authority. The development shall be carried out only in accordance with the approved details.

Reason: To ensure that the development is carried out in a manner that safeguards the historic character and appearance of the Conservation Area and the listed building, in accordance with Policy BE8 of the South Bedfordshire Local Plan Review and Policies 43 and 45 of the emerging Development Strategy for Central Bedfordshire.
8) Prior to the construction of the extensions to the existing dwelling, hereby approved, and notwithstanding the details submitted with the application, drawn section details at a scale between 1:10 and 1:20 as appropriate clearly demonstrating the following shall be submitted to and approved in writing by the Local Planning Authority. The development shall be carried out only in accordance with the approved details.

the relationship of the proposed window and door installations to the external envelope of the buildings,

the relationship of the wall framing, proposed wall insulation and timber wall cladding, including the relationship of the timber cladding to any plinth structure, as appropriate

Reason: To ensure that the development is carried out in a manner that safeguards the historic character and appearance of the Conservation Area and the listed building, in accordance with Policy BE8 of the South Bedfordshire Local Plan Review and Policies 43 and 45 of the emerging Development Strategy for Central Bedfordshire.
9) Notwithstanding the details submitted with this application, no occupation of the extensions to the existing dwelling shall take place until a scheme identifying the construction and surfacing of the proposed vehicular access have been submitted to and approved in writing by the Local Planning Authority for a distance of 5.00 metres into the site, measured from the highway. The development shall be carried out only in accordance with the approved details.

Reason: To avoid the carriage of mud or other extraneous material or surface water from the site so as to safeguard the interest of highway safety and reduce the risk of flooding and to minimise inconvenience to users of the premises and ensure acceptable parking of vehicles outside highway limits in accordance with Policy BE8 of the South Bedfordshire Local Plan Review and Policy 43 of the emerging Development Strategy for Central Bedfordshire.
10) Other than as specified in the Key for Alterations to Existing Listed Building included on submitted drawing no. 1219 PP 21 Rev.F, no part of the timber framing of the existing listed building, including roof structure framing, shall be removed or altered without the express written agreement of the Local Planning Authority.

Reason: To ensure that the development is carried out in a manner that safeguards the historic character and appearance of the area, in accordance with Policy BE8 of the South Bedfordshire Local Plan Review and Policies 43 and 45 of the emerging Development Strategy for Central Bedfordshire.
11) Before the new access is first brought into use, any existing access within the frontage of the land to be developed, not incorporated in the access hereby approved shall be closed in a manner to the Local Planning Authority's written approval.

Reason: In the interests of road safety, in accordance with Policy BE8 of the South Bedfordshire Local Plan Review and Policy 43 of the emerging Development Strategy for Central Bedfordshire.
12) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 1219 PP 01 Rev.A, 1219 PP 02 Rev.C, 1219 PP 03 Rev.C, 1219 PP 04 Rev.B, 1219 PP 05 Rev.B, 1219 PP 06 Rev.B, 1219 PP 11 Rev.C, 1219 PP 20 Rev.D, 1219 PP 21 Rev.F, 1219 PP 22 Rev.D, 1219 PP 23 Rev.D, 1219 PP 24 Rev.D, 1219 PP 31 Rev.B, 1219 PP 25 Rev.D and 1219 PP 26 Rev.C.

Reason: To identify the approved plans and to avoid doubt.
