Conditions or Reasons for Planning Application - CB/15/00924/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) No development shall take place until details of the materials to be used for the external walls and roofs of the development hereby approved have been submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in accordance with the approved details.

Reason: To control the appearance of the building in the interests of the visual amenities of the locality.
3) Before the proposed dwelling is first occupied an area of land across the whole of the site frontage measuring at least 2.4m from and parallel to the nearside edge of the adjacent road carriageway shall be provided and thereafter be kept free of all obstruction to visibility exceeding a height of 900mm above the adjoining carriageway level.

Reason: To provide adequate visibility between the existing highway and the proposed means of access and to make the access safe and convenient for the traffic that is likely to use it.
4) Before the proposed dwelling is first occupied, the existing vehicular access serving the existing garage which is not incorporated in the access hereby approved shall be closed in a manner to the Local Planning Authority's written approval (see notes to applicant). Details are to be submitted to and approved in writing by the Local Planning Authority.

Reason: In the interest of road safety and to reduce the number of points at which traffic will enter and leave the public highway.
5) Any gates provided shall open away from the highway and be set back a distance of at least 5.0 metres from the nearside edge of the carriageway of the adjoining highway.

Reason: To enable vehicles to draw off the highway before the gates are opened.
6) Before the proposed dwelling is first occupied, the scheme for parking, garaging and manoeuvring shall be laid out, drained and surfaced in accordance with Drawing No L-04 rev A and those areas shall not thereafter be used for any other purpose.

Reason: To enable vehicles to draw off, park and turn clear of the highway to minimise danger, obstruction and inconvenience to users of the adjoining highway
7) Notwithstanding the provisions of the Town and Country Planning General Permitted Development Order 1995, or any amendments thereto, the garage accommodation on the site shall not be used for any purpose, other than as garage accommodation, unless permission has been granted by the Local Planning Authority on an application made for that purpose.

Reason: To retain off-street parking provision and thereby minimise the potential for on-street parking which could adversely affect the convenience of road users.
8) The first floor bathroom window in the side elevation of the development hereby permitted shall be permanently fitted with obscured glass of a type to substantially restrict vision through it at all times and shall be non-opening, unless the parts of the window which can be opened are more than 1.7m above the floor of the room in which the window is installed. No further windows or other openings shall be formed in the side elevation.

Reason: To safeguard the privacy of occupiers of adjoining properties
9) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers L-01; L-02; L-03; L-04 REVA; L-05 REVA; L-06 REVA.

Reason: To identify the approved plan/s and to avoid doubt.
