Conditions or Reasons for Planning Application - CB/15/01178/FULL
Conditions or Reasons:
1) The application site is located on the edge of the settlement envelope of Moggerhanger, which is defined as a small village. Within such areas residential development is limited to infill, which is defined as utilising a vacant plot whilst continuing to complement the surrounding pattern of development. The application site is not a vacant plot and the form of development does not complement the surrounding pattern of development. As such the proposal is contrary to the objectives of Policy DM4 of the Central Bedfordshire Core Strategy and Development Management Policies.
2) By reason of the cramped layout, and the height of the frontage properties in relation to the adjacent properties, the development would appear out of keeping with the streetscene and represent an overdevelopment of the site, out of keeping with the surrounding area. As such the proposal would be contrary to Policy DM3 of the Central Bedfordshire Core Strategy and Development Management Policies, and the revised technical guidance Design in Central Bedfordshire (2014).
3) Due to the proximity of the garage/flat building to the rear of 41a the proposal would result in an overbearing form of development which would be harmful to the amenities of the occupants of that property.

Furthermore due to the limited size of the private garden areas of Plots 1 and 2 and the lack of any amenity provision for the proposed accommodation above the garage building it is considered that the level of amenity for future occupiers would be substandard.

As such the proposal would be contrary to Policy DM3 of the Central Bedfordshire Core Strategy and Development Management Policies, and the revised technical guidance Design in Central Bedfordshire (2014).
