Conditions or Reasons for Planning Application - CB/15/01193/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) No development shall take place until details of the materials to be used for the external walls and roofs of the development hereby approved have been submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in accordance with the approved details.

Reason: To control the appearance of the building in the interests of the visual amenities of the locality.

This pre-commencement condition is necessary in order to ensure that no unnecessary harm is caused by the commencement of development works.
3) The detached garage/annexe hereby permitted shall only be used for a use ancillary to the main dwelling and shall not be occupied as a separate or self-contained dwelling unit.

Reason: To prevent the establishment of a separate residential unit.
4) Before first occupation of the approved development, all access and junction arrangement serving the development shall be completed in accordance with the approved in principle plans and constructed to the specification of the Highway Authority and Local Planning Authority's satisfaction.

Reason: To secure a satisfactory access appropriate to the development, in the interest of public safety and convenience.
5) Before the development hereby approved is brought into use all on-site vehicle areas shall be surfaced in a stable and durable manner. Arrangements shall be made for surface water drainage from the site to soak away within the site so that it does not discharge into the highway or into the main drainage system.

Reason: To avoid the carriage of mud or other extraneous material or surface water from the site so as to safeguard the interest of highway safety and reduce the risk of flooding and to minimise inconvenience to users of the premises and ensure satisfactory parking of vehicles outside highway limits
6) Prior to occupation, details shall be submitted for written approval by the Local Planning Authority setting out the boundary treatment for the dwelling hereby approved. The development shall be carried out in accordance with the approved scheme.

Reason: To safeguard the appearance of the completed development and the visual amenities of the locality.
7) The first floor landing windows of the dwelling hereby permitted shall be permanently fitted with obscured glass of a type to substantially restrict vision through it at all times and shall be non-opening, unless the parts of the windows which can be opened are more than 1.7m above the floor of the area in which the windows are installed. No further windows or other openings shall be formed in these elevations.

Reason: To safeguard the privacy of occupiers of adjoining properties
8) The first floor window in the master bedroom shown to be obscurely glazed on dwg. no: 1478-PL-012B shall be permanently fitted with obscured glass of a type to substantially restrict vision through it at all times and shall be non-opening. No further windows or other openings shall be formed in this elevation.

Reason: To safeguard the privacy of occupiers of adjoining properties.
9) The first floor (bedroom 2) window in the northeast elevation of the development hereby permitted shall be permanently fitted with obscured glass of a type to substantially restrict vision through it at all times and shall be non-opening. No further windows or other openings shall be formed in this elevation.

Reason: To safeguard the privacy of occupiers of adjoining properties.
10) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 1478-PL-010; 1478-PL-011A; 1478-PL-012B; 1478-PL-013; Site location plan

Reason: To identify the approved plan/s and to avoid doubt.
