Conditions or Reasons for Planning Application - CB/15/01312/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) Prior to the construction of the dwelling hereby approved and notwithstanding the details submitted with the application, confirmation of the following shall be submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in accordance with the approved details.

-roof tiles (plain clay tiles are requested by the Conservation Officer);
-bricks (make & colour);
-windows & doors (the use of timber is requested by the Conservation Officer)

Reason: To ensure that the character and appearance of the conservation area is properly maintained in accordance with good conservation practice and Chapter 12 of the National Planning Policy Framework.
3) Prior to the construction of the dwelling hereby approved details of the following shall be submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in accordance with the approved details.

- Plant and landscaping details
- Boundary treatment

Reason: To ensure an acceptable standard of hard and soft landscaping in accordance with good conservation practice and Chapter 12 of the National Planning Policy Framework.
4) The first floor window in the side (south facing) elevation of the development hereby permitted shall be permanently fitted with obscured glass of a type to substantially restrict vision through it at all times and shall be non-opening, unless the parts of the window which can be opened are more than 1.7m above the floor of the room in which the window is installed. No further windows or other openings shall be formed in the side south facing elevation.

Reason: To safeguard the privacy of occupiers of April Cottage
5) Before development commences on the 'new house' the replacement junction and parking provision of two spaces for April Cottage, including surfacing shall be constructed in accordance with the approved drawing no. 2956/3A

Reason: To provide adequate replacement parking provision for the existing dwelling clear of the public highway
6) Before the 'new house' is occupied the junction, access, parking provision and surfacing shall be constructed in accordance with the approved drawing no. 2956/3A

Reason: To provide adequate on site parking provision clear of the public highway
7) Before the 'new house' access is first brought into use, a triangular vision splay shall be provided on each side of the new access drive and shall be 2.8m measured along the back edge of the highway from the centre line of the anticipated vehicle path to a point 2.0m measured from the back edge of the highway into the site along the centre line of the anticipated vehicle path. The vision splay so described and on land under the applicant's control shall be maintained free of any obstruction to visibility exceeding a height of 600mm above the adjoining footway level.

Reason: To provide adequate visibility between the existing highway and the proposed access, and to make the access safe and convenient for the traffic which is likely to use it.
8) Before the new accesses are first brought into use, any existing access within the frontage of the land to be developed and adjacent and south of the 'new house', not incorporated in the access hereby approved shall be closed in a manner to the Local Planning Authority's written approval. (See Notes to the Applicant)

Reason: In the interest of road safety and to reduce the number of points at which traffic will enter and leave the public highway.
9) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers SE2956; SE2956/1; SE2956/2; SE2956/3A

Reason: To identify the approved plan/s and to avoid doubt.
