Conditions or Reasons:
1) The proposed garage, by reason of its size, bulk, prominent siting and visual impact, would constitute an unacceptably assertive development which would be out of character and harmful to the visual amenity of the rural streetscene. The proposal would detract from the character of the area, and is therefore contrary to the principles of good design as set out in Planning Policy Statement 1: 'Delivering Sustainable Development' and Policy BE8 of the South Bedfordshire Local Plan Review.
2) The site lies within the South Bedfordshire Green Belt where permission will not be granted except in very special circumstances for development for purposes other than agriculture and forestry, mineral working, small scale facilities for outdoor sport and outdoor recreation or other uses appropriate to a rural area which preserve the openness of the Green Belt. No very special circumstances have been established in this case. This proposal involves the erection of a detached garage and brick boundary wall with iron railings and brick piers which would, because of their design and overall scale be harmful to the openness of the Green Belt and would represent further encroachment into the open countryside and hence be harmful to the visual amenity, rural character and openness of the Green Belt. The development is therefore contrary to national guidance contained within Planning Policy Guidance Note 2 - 'Green Belts' and Planning Policy Statement 7 - 'Sustainable Development in Rural Areas'.
