1) The proposed use of the property for specialist childrens residential care to accommodate up to 4 children and 2 carers living together as a single household, would be lawful, as it would comprise use of the property as a Class C3(b) dwellinghouse, as defined by the Town and Country Planning (Use Classes) Order 1987 (as amended).
