Conditions or Reasons for Planning Application - CB/15/02791/FULL
Conditions or Reasons:
1) The site is washed over by the South Bedfordshire Green Belt, where the change of use of agricultural land to a Class B8 open storage use as a scaffolding yard and the installation of hardstanding is considered to be inappropriate and therefore harmful to the Green Belt by definition. The change of use and installation of the hardstanding has also had a detrimental impact on the openness of the Green Belt. The very special circumstances case that has been submitted is not considered to be sufficient to outweigh the harm that would be caused to the Green Belt by reason of inappropriateness and harm to openness. The proposal is thus contrary to Section 9 of the National Planning Policy Framework and Policy SD1 of the South Bedfordshire Local Plan Review.
2) The width and condition of Honeywick Lane is not suitable for the additional commercial traffic resulting from this application which, should it be approved, would lead to conditions of danger and inconvenience to users of the highway. The change of use therefore conflicts with the principles of sustainable development as set out in the National Planning Policy Framework and policy NE10 of the South Bedfordshire Local Plan Review.
