Conditions or Reasons for Planning Application - SB/08/00914/FULL
Conditions or Reasons:
1) The proposed development would result in an intensification of built development on the plot, which makes a significant contribution towards the openness and semi-rural street scene of the designated Heath Road Area of Special Character. It would result in a more urbanised form of built development within the street scene, harmful to its character and that of the locality. The proposal is therefore contrary to the advice contained within national guidance at Planning Policy Statements 1: 'Delivering Sustainable Development' and 3: 'Housing' and to Policies H2, BE6 and BE8 of the South Bedfordshire Local Plan Review.
2) The proposed dwellings to be sited adjacent to number 190 Heath Road, would because of their siting in close proximity to the curtilage boundary of that property, have an unduly obtrusive and overbearing impact, harmful to the living conditions of the occupiers. The proposal is therefore contrary to the provisions of Planning Policy Statement 1: 'Delivering Sustainable Development', Planning Policy Statement 3: 'Housing' and Policies H2 and BE8 of the South Bedfordshire Local Plan Review.
3) The proposed development would be likely to have an adverse affect on a number of protected trees within the site, the potential loss of which would have an adverse affect on the visual amenity and character of the Heath Road Area of Special Character. The proposal is therefore contrary to the provisions of Planning Policy Statement 1: 'Delivering Sustainable Development', Planning Policy Statement 9: 'Biodiversity' and to Policies H2, BE6 and BE8 of the South Bedfordshire Local Plan Review.
4) The proposed development would result in an intensification of use of an existing access at a point where visibility is substandard and would lead to danger and inconvenience to people using it and to highway users in general.
5) The applicant has not included adequate provision within the site for the parking and manoeuvring of vehicles clear of the highway. The development if permitted would therefore be likely to lead to the stationing of vehicles on the internal access road and/or the highway and to vehicles reversing onto or off of the highway to the detriment of public and highway safety.
