Conditions or Reasons for Planning Application - CB/15/03148/FULL
Conditions or Reasons:
1) The proposed development would, because of its excessive size, siting and incongruous design, be out of keeping with the general character of the village and the street scene and thus harmful to the visual amenities of the locality and of nearby residents. The proposal is therefore contrary to Policies BE8 & H2 of the South Bedfordshire Local Plan Review, Policy 43 of the emerging Development Strategy for Central Bedfordshire and national advice within the National Planning Policy Framework.
2) The South Bedfordshire Local Plan Review and national advice within the National Planning Policy Framework seek to, among other things, ensure that residential development takes place at as high a density as is compatible with the characteristics of the site and its surroundings, consistent with the need to respect and provide adequate residential amenity and contribute positively to making places better for people.The proposal represents over-development of the site which fails to make efficient use of the site and its surroundings thereby conflicting with Policies BE8 & H2 of the South Bedfordshire Local Plan Review, Policy 43 of the emerging Development Strategy for Central Bedfordshire and national advice within the National Planning Policy Framework.
3) The proposed development makes inadequate provision for pedestrian to driver intervisibility and off-street parking which would lead to conditions of danger to pedestrians using the adjoining footway and an increase in on-street parking thereby resulting in unacceptable traffic congestion and additional hazards for highway users and the local residents. The proposal is therefore contrary to advice within the National Planning Policy Framework, Policies 27 and 43 of the emerging Development Strategy and the Central Bedfordshire Design Guide.
