Conditions or Reasons for Planning Application - CB/15/04071/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) All external works hereby permitted shall be carried out in materials to match as closely as possible in colour, type and texture, those of the existing building.

Reason: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally with materials to match the existing building in the interests of the visual amenities of the locality.

3) The first floor windows in the side elevations of the development hereby permitted shall be permanently fitted with obscured glass of a type to substantially restrict vision through it at all times and shall be non-opening, unless the parts of the window(s) which can be opened are more than 1.7m above the floor level. No further windows or other openings shall be formed in the side elevations of the approved development.

Reason: To safeguard the privacy of occupiers of adjacent properties.

4) No development shall take place until a landscaping scheme along the southern eastern boundary of the site (adjacent to No.4 St Nicholas Close) to include soft landscaping measures and a scheme for landscape maintenance for a period of five years following the implementation of the landscaping scheme have been submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be implemented by the end of the full planting season immediately following the completion and/or first use of any separate part of the development (a full planting season means the period from October to March). The trees or shrubs shall subsequently be maintained in accordance with the approved landscape maintenance scheme and any which die or are destroyed during this period shall be replaced during the next planting season.

Reason: To ensure an acceptable standard of landscaping to help protect neighbouring amenity.

5) No development shall take place until a scheme for screening/enclosure at a height of 1.7 metres along the side element of the approved balcony balustrade (adjacent to the boundary with No.4 St Nicholas Close) has been submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be fully implemented before the development is brought into use and shall be retained thereafter.

Reason: To safeguard the amenity and privacy of the adjacent neighbour.

6) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans:
