Conditions or Reasons for Planning Application - CB/15/04200/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) No development shall commence until samples of the materials to be used in the construction of all external surfaces of the development, to include doors, windows and rainwater goods, hereby permitted have been submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out only in accordance with the approved details.

Reason: To control the appearance of the building in the interests of the visual amenities of the locality.
3) No development shall take place (including any demolition, ground works, site clearance) until a method statement for works to buildings 1 and 2 has been submitted to and approved in writing by the local planning authority. The content of the method statement shall include the:
a) purpose and objectives for the proposed works;
b) detailed necessary ecological supervision of the conversion and precautions when undertaking any works to roofs, lofts or timbers and the erection of temporary bat boxes on unaffected trees and buildings prior to commencement of works.
c) extent and location of proposed works shown on appropriate scale maps and plans;
d) timetable for implementation, demonstrating that works are aligned with the proposed phasing of construction;
e) persons responsible for implementing the works;
The works shall be carried out strictly in accordance with the approved details and shall be retained in that manner thereafter.

Reason: In the interests of wildlife on site.(Policy DM15 Core Strategy & NPPF).
4) No development shall take place until a landscaping scheme to include all hard and soft landscaping and a scheme for landscape maintenance for a period of five years following the implementation of the landscaping scheme have been submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be implemented by the end of the full planting season immediately following the completion and/or first use of any separate part of the development (a full planting season means the period from October to March). The trees, shrubs and grass shall subsequently be maintained in accordance with the approved landscape maintenance scheme and any which die or are destroyed during this period shall be replaced during the next planting season.

Reason: To ensure an acceptable standard of landscaping.

5) No development, including demolition, shall commence until a written scheme of building recording and investigation; that includes post recording and analysis and publication, has been submitted to and approved in writing by the Local Planning Authority. The development hereby approved shall only be implemented in full accordance with the approved scheme of building recording and investigation.

Reason: To record and advance understanding of the historic built environment heritage assets which will be unavoidably affected as a consequence of the development.
6) No building shall be occupied until the new junction has been constructed in accordance with the approved drawing 83-311-21 or any subsequently approved drawing.

Reason: In order to minimise danger, obstruction and inconvenience to users of the highway and the premises.
7) Before the new access is first brought into use visibility splays shall be provided on each side of the new access at its junction with the public highway. The minimum dimensions to provide the required splay lines shall be 2.4m measured along the centre line of the proposed access from its junction with the channel of the public highway and 43m measured from the centre line of the proposed access along the line of the channel of the public highway. The required vision splays shall, on land in the applicant's control, be kept free of any obstruction to visibility exceeding a height of 600mm above the adjoining carriageway level.

Reason: To provide adequate visibility between the existing highway and the proposed access and to make the access safe and convenient for the traffic that is likely to use it. Policy DM3.
8) Before the new access is first brought into use, any existing access within the frontage of the land to be developed, not incorporated in the access hereby approved shall be closed in a manner to the Local Planning Authority's written approval.

Reason: In the interest of road safety and to reduce the number of points at which traffic will enter and leave the public highway.
9) The proposed dwellings shall not be occupied until the shared private access roads, parking areas and turning area shown on drawing number 83/311/21 have been laid out, drained and surfaced in accordance with details previously submitted to and approved in writing by the Local Planning Authority and those areas shall not thereafter be used for any other purpose.

Reason: To enable vehicles to draw off, park and turn clear of the highway to minimise danger, obstruction and inconvenience to users of the adjoining highway Policy DM3.
10) The home office accommodation hereby permitted to Plot 2 and to Plot 3 shall not be occupied at any time other than for purposes ancillary to the residential use of those dwellings.

Reason: The office accommodation created within the dwelling/curtilage of the residential dwelling is not suitable to be used as a separate, independent business unit given its location, means of access and parking provision which would be inappropriate in highway terms in this location.
11) Notwithstanding the provisions of the Town and Country Planning General Permitted Development Order 2015, or any amendments thereto, the garage accommodation and car ports on the site shall not be used for any purpose, other than as garage accommodation and for the parking of vehicles, unless permission has been granted by the Local Planning Authority on an application made for that purpose.

Reason: To retain off-street parking provision and thereby minimise the potential for on-street parking which could adversely affect the convenience of road users
12) Notwithstanding any provision of the Town and Country Planning (General Permitted Development Order) 2015 (or any Order revoking or re-enacting that Order with or without modification) no development falling within classes A, B, C, D, E, F, G and H of Part 1 and Class A of Part 2 of the said order shall be carried out without the written permission of the Local Planning Authority.

Reason: To ensure that the development is retained as approved and to protect the character and appearance of the area.
13) Prior to occupation of the first dwelling, unless agreed otherwise by the Local Planning Authority, 6 integrated timber bat boxes shall be set in the timber cladding of the new dwellings plots 1-3 and a barn owl loft provided in the garaging of plots 2-3. In addition 2 swallow nest cups shall be installed in the garden store to plot 3 (internally with a small access provided in the wall).

Reason: To mitigate for the loss of bird and bat nesting / roosting sites.(Policy DM15 Core Strategy & NPPF).
14) A scheme shall be submitted for approval in writing by the Local Planning Authority indicating the positions, design, materials and type of boundary treatment to be erected, including the boundary walls and frontage to St Johns Road. The boundary treatment shall be completed in accordance with the approved scheme before the first building is occupied unless otherwise agreed in writing by the Local Planning Authority and be thereafter retained.

Reason: To safeguard the appearance of the completed development and the visual amenities of the locality.(Policy CS15 and Section 7, NPPF)
15) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 1:1250 OS, 83/311/21, 22, 23, 24, 25, 26, 27, 28, 29.

Reason: To identify the approved plan/s and to avoid doubt.
