Conditions or Reasons for Planning Application - CB/15/04635/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) No development shall commence, notwithstanding the details submitted with the application until details of the roofing materials for both buildings have been submitted to and agreed in writing by the local planning authority. The development shall thereafter be carried out in accordance with the approved details.The materials and finish for the external walls and doors shall be carried out in accordance with the detail submitted in the application.

Reason: To control the appearance of the building in the interests of the visual amenities of the locality.

3) No development shall take place until a landscaping scheme to include all hard and soft landscaping and a scheme for landscape maintenance for a period of five years following the implementation of the landscaping scheme have been submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be implemented by the end of the full planting season immediately following the completion and/or first use of any separate part of the development (a full planting season means the period from October to March). The trees shall subsequently be maintained in accordance with the approved landscape maintenance scheme and any which die or are destroyed during this period shall be replaced during the next planting season.

Reason: To ensure an acceptable standard of landscaping.

4) No equipment, machinery or materials shall be brought on to the site for the purposes of development until the protective fencing detailed in the submitted Tree Survey Report dated October 2015 has been erected in accordance with the detail provided in the report. The fencing shall be maintained until all equipment, machinery and surplus materials have been removed from the site. Nothing shall be stored or placed in any area fenced in accordance with this condition and the ground levels within those areas shall not be altered, nor shall any excavation be made.

Reason: To protect the trees so enclosed in accordance with Section 8 of BS 5837 of 2012 or as may be subsequently amended.

5) Prior to the laying of the hardsurfaced area hereby approved details of the materials to be used shall be submitted to and approved in writing by the Local Planning Authority. The hardsurfaced area shall then be finished in accordance with the approved details prior to first use of any of the buildings.

Reason: To safeguard the character and appearance of the area.
6) Prior to first use of any building the drainage strategy shall be fully implemented in accordance with the MTC drtainage document dated Oct 2015, unless otherwise agreed in writing by the Local Planning Authority.

Reason: To ensure the provision of adequate drainage.
7) The development hereby permitted shall be used only as private, non-commercial stabling and for no other purpose.

Reason: To prevent the stables from being used for commercial purposes to the detriment of the locality.(Section 3, NPPF)
8) Prior to first use of the stables details of the arrangements for the storage and disposal of animal waste and/or sewage shall be submitted to and approved by the Local Planning Authority. All manure storage areas shall be suitably sized and consist of a properly constructed impervious base with suitably ventilated walls. All run-off shall be collected in a dirty water system or in a below ground tank. The storage and disposal of animal waste and/or sewage shall thereafter be carried out in accordance with the approved details.
Reason: To safeguard the amenities of the nearby residential occupiers and to prevent ground water contamination.
9) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers CBC1, CBC2, CBC3.

Reason: To identify the approved plan/s and to avoid doubt.
